## Summary

Anthropic's 10 September 2026 threat report documents three China-based clusters (GTG-14010, GTG-14020, GTG-14021) that used Claude to turn diaspora chat, church maps and protest venues into internal-looking intelligence product and, in one case, recruitment and journalist-smear plans. GTG-14010 converted more than 100 WhatsApp groups into Chinese profiles of Uyghurs in Syria and planned bot amplification against Uyghur Post; Anthropic assessed the operator with low confidence as a contractor for Chinese state security. GTG-14020 compiled dossiers on Asian Catholic cardinals, Taiwan Presbyterian leaders, Tibetan exile bodies and Falun Gong media under prompts that adopted China's standpoint. GTG-14021 wired Claude Code to a municipal sentiment pipeline and produced suppression guidance naming private citizens. On 11 September Mao Ning said she was not familiar with the specifics and opposed throwing mud at China. Confidence is high on method; medium on which organ paid.

## Analysis

The load-bearing object this cycle is not another commercial tweet factory. It is a set of China-based Claude sessions that turn diaspora chat, church maps and protest venues into internal-looking intelligence product, then try to recruit or smear the people in the pile.

Primary record is Anthropic case cluster GTG-14010, GTG-14020 and GTG-14021 in Detecting and Countering Misuse of AI: September 2026, published 10 September. On 11 September AFP asked Mao Ning about the same report. She said she was not familiar with the specifics, that China advocates AI for good, and that Beijing opposes attempts to throw mud at China by distorting facts. Reuters the same day restated Anthropic's own ceiling on GTG-14010: assessed with low confidence as a contractor for Chinese state security, not a named ministry acting in its own name.

GTG-14010 used Claude to convert chatter from more than 100 WhatsApp groups and dozens of Telegram channels into Chinese-language profiles, including financial stress, family separation and Xinjiang family ties. The same actor, who did not speak Arabic, had the model role-play as an Arabic-speaking expert to check dialect and target psychology, then draft outreach offering payment for reporting on Uyghur units that had joined Syria's new army. In parallel the actor planned mass reporting, foreign-front delegitimization and bot amplification against Uyghur Post journalists. GTG-14020 compiled dossiers on Catholic cardinals in Asia, Presbyterian leadership in Taiwan, Tibetan exile bodies, Falun Gong media and missionary networks, including birth dates, immigration dates, social handles and venue floor plans. Prompts told Claude to adopt China's standpoint, call the exile administration an illegal separatist administration, and apply the state's evil-cult label to Falun Gong. GTG-14021 wired Claude Code to a municipal sentiment pipeline, queried a surveillance database, scouted Vancouver, Turkey and Oslo venues, and after a refused weekly report was re-prompted into suppression guidance naming ten private citizens for control.

Synthetic-media is the production line: one operator plus a model replaces an analyst team. Card-stacking is the template that demands China-related activities, scandals and grab-handles and drops the rest. Semantic-hijack is the swap of advocacy and exile administration into terrorism, illegal separatist and evil cult. Narrative-laundering is the cover story of freelance journalism and the planned foreign front. Astroturf is the planned bot pile against named reporters. Euphemism is stability maintenance and control standing in for interdiction and monitoring.

This is propaganda where the product leaves the case file and becomes a smear, a fake front, or a recruitment pitch that hides origin. It is also ordinary state security work where the product stays inside a bureau. Score the method that is documented. Do not upgrade low-confidence contractor language into a Politburo finding. Do not treat an MFA denial as proof the sessions did not happen.

A same-method test applies in reverse. A Western service that used a frontier model to profile mosque networks, invent grab-handles, and seed bots against named imams would be this brief with the nouns swapped.
