## Summary

Anthropic case GTG-24015, published 10 September 2026 and restated on 11 September by The Insider, HotNews and Antena 3, documents four Claude accounts tied to people inside or contracting for Russian state media. A former Sputnik Moldova editor-in-chief turned Romanian and Moldovan news, polls and opposition posts into Russian-language items that landed on Sputnik Moldova Telegram and RIA Novosti, then echoed through other Russian and Moldovan outlets. The same account amplified fabricated, defamatory claims about President Maia Sandu ahead of the 28 September 2025 parliamentary vote. Separate accounts wrote Latin American Spanish for Sputnik en Español and @ATodaPotencia, and built RT English tickers, captions, voiceover scripts and headlines from Russian wires plus SVR and Defence Ministry inputs. Anthropic assesses with high confidence the output was shared with state-funded outlets and published or aired. This is a newsroom pipeline, not the Matryoshka video factory already in this vault.

## Analysis

The load-bearing object this cycle is not another Matryoshka clip dump. That factory is already logged. GTG-24015 is the official newsroom layer: named state outlets used a model as a hidden sub-editor, then let sister brands reprint the result so one rewrite looked like several sources.

Primary record is Anthropic case GTG-24015 in Detecting and Countering Misuse of AI: September 2026, published 10 September, covering disruptions from December 2025 through August 2026. The Insider, HotNews and Antena 3 restated the Moldova and broadcast legs on 11 September. Anthropic identified and removed four accounts. It assesses with high confidence that the operators shared finished copy with Russian state and state-funded media and that the copy was published or aired. Destinations named in the report and the 11 September restatements are Sputnik Moldova and RIA Novosti for Moldovan audiences, Sputnik en Español for Latin America, Sputnik Africa for African publics, and RT English for global broadcast.

The Moldova desk is the clearest mechanism. A former Sputnik Moldova editor-in-chief used Claude to turn Romanian and Moldovan news, polling data and opposition social posts into Russian-language articles. Those items went onto the Sputnik Moldova Telegram channel and RIA Novosti, then through a wider Russian and Moldovan outlet set. Anthropic describes that echo as manufactured false verification loops: the same rewrite, reprinted, offered as independent confirmation. The same actor amplified fabricated, defamatory claims about President Maia Sandu ahead of the 28 September 2025 parliamentary election. HotNews, citing the report, notes circulating charges that she headed a dictatorial regime; those wordings are the smear set being processed, not a quotation invented here. HotNews also records that the Sputnik Moldova 2.0 Telegram channel posted more than 1,700 messages about Sandu between February and September 2025, including items two days before the vote. That volume figure is a channel count, not proof the model wrote every line.

A second account, described as a contractor with links to Russia, pulled Telegram material and had Claude write Latin American Spanish for Sputnik en Español and @ATodaPotencia. A third, an employee of a Russian state-owned outlet, used the model for live-broadcast text: tickers, screen captions, voiceover scripts and short headlines, with inputs from Russian newswires, the SVR and the Defence Ministry. The report's own phrasing is that actors turned out completed polished content and sent it straight to the production line to be aired. Reach on a sampled Sputnik Moldova Telegram post was on the order of two thousand views. That is not a ratings book for RT. It is enough to show the copy left the session and entered a real channel.

Synthetic-media is the unbylined model layer inside a human desk. Narrative-laundering is the pass from wire or intel note through a local-language article that no longer shows the input. Manufactured-consensus is the sister-outlet reprint sold as separate reporting. Card-stacking is the cut that keeps the Sandu smear and the opposition post and drops the denominator. Transfer is the masthead: Sputnik, RIA and RT still look like newsrooms after the sub-editor is a model.

This is propaganda because origin of the rewrite is concealed, institutional form is real, and the design goal is to move belief about a foreign election and foreign publics under state brands. It is not proof that the 2025 Moldovan result turned on these sessions, and it is not the same method as stolen-logo video. Do not collapse GTG-24015 into Matryoshka. Do not treat a former-editor account as a signed admission by today's Sputnik Moldova masthead without the session log. Do not treat SVR or Defence Ministry input as a public byline; the tell is that those inputs are not in the chyron.

A same-method test applies in reverse. A Western state broadcaster that fed a model classified notes, stripped the source, and had sister-language sites reprint the result as independent confirmation would be this brief with the nouns swapped.

Literacy counter: if the same Sandu or Moldova line appears on Sputnik, RIA and a local reprint within hours, ask whether you are reading three desks or one rewrite. A Telegram channel with a four-digit view count is not a national poll. Look for a named correspondent and a dated primary document before treating a chyron as verification. State branding is disclosure of the outlet, not of the model or the intel input. Apply the same sister-outlet test to any bloc's language services.

- The same Moldova or Sandu line appears on Sputnik, RIA and a local reprint within hours with no new reporting
- Broadcast tickers and voiceover scripts that read like wire copy with the originating agency missing
- Spanish or African-language items that begin as Telegram scrapes and land under a Sputnik masthead
- A former-editor or contractor account using a model as the production desk rather than as disclosed assistance
- Intel-service or defence-ministry inputs that never travel with the chyron
