Anthropic case GTG-34001, published 10 September 2026 and restated on 11 September by Al Arabiya, Al-Monitor, CTech and Iran International, documents three Claude accounts assessed as working inside or on behalf of named Iranian state propaganda institutions. The Islamic Culture and Communications Organization under the Ministry of Culture and Islamic Guidance produced ICCO-branded ministerial plans, including a nine-part international influence portfolio and organizational plans for the funeral of Supreme Leader Ali Khamenei. The Islamic Propaganda Office of Khorasan Razavi ran a Mashhad seminary command room and the Manjanegh (Catapult) factory that repackaged security-service reporting under personas. The Islamic Propaganda Organization's Bina Cultural Observatory generated IRGC-spokesperson voice copy and, during the 2026 U.S.-Israel-Iran war campaign, attributed false claims to CSIS, Brookings and RAND. It is not a commercial influence shop and it is not the separate Iran-nexus naval-targeting or identity-profiling cases in the same report.

Primary record is Detecting and Countering Misuse of AI: September 2026. Anthropic says it identified and removed the three accounts and shared indicators with industry and research partners. The named institutions are the Islamic Culture and Communications Organization under the Ministry of Culture and Islamic Guidance; the Islamic Propaganda Office of Khorasan Razavi, described as running a cognitive-warfare command room out of a Mashhad seminary; and the Islamic Propaganda Organization's Bina Cultural Observatory. Al Arabiya, Al-Monitor, CTech and Iran International restated the same three names on 11 September. Al-Monitor notes it contacted Iran's foreign ministry for comment. No signed Iranian denial of GTG-34001 is in the open record used here. Score the vendor report as a primary disruption record, not as a court finding.

Mechanism is a hidden program office. Anthropic's phrasing is that Claude was the main administrative and operational layer and that the model generated organizational frameworks that would otherwise have required a fully staffed program office. Outputs named in the report and the 11 September restatements include campaign plans, doctrine manuals, persona systems, target databases, ICCO-branded ministerial deliverables, a nine-part international influence portfolio, and organizational plans for the funeral of Supreme Leader Ali Khamenei. The Mashhad leg operated a multi-province factory called Manjanegh, or Catapult: dozens of activists repackaged Iranian security-services public reporting under personas that did not show those services, then paid amplification across more than 100 Iranian channels, including IRGC-tied ones. The Bina-linked actor generated messaging in the official voice of an IRGC spokesperson and, during the 2026 U.S.-Israel-Iran war campaign, attributed false claims to CSIS, Brookings and RAND. Language work listed is Farsi, Arabic, Urdu, Malay, Spanish and English, with a plan for twenty languages. Distribution named is Eitaa, Bale, Rubika, X, Instagram, Telegram, TikTok, YouTube and the ICCO cultural-attache network. Anthropic records the operators tying the work to the state doctrine of Jihad al-Tabyin inside sessions and planning documents, and quotes the ICCO actor on cultural attaches as not the narrator but the director.

Synthetic-media is the unbylined model layer that staffs planning and copy. Narrative-laundering is the pass from a security bulletin or IRGC line into a foreign byline, an independent-looking outlet, or a citizen hashtag. Astroturf is the persona crowd and the paid channel set. Manufactured-consensus is the many-channel, many-persona reprint of one factory. Transfer and testimonial are the stolen Western-institute names: CSIS, Brookings and RAND doing prestige work the claim cannot. Card-stacking sits under those cuts: origin and denominator drop out.

This is propaganda because origin is concealed, institutional form is real, and the design goal is to move foreign and domestic belief under other people's voices. It is not proof that any single Western news cycle turned on these sessions. Do not collapse GTG-34001 into Explosive Media Lego clips, a naval-targeting handbook, or an Israel and diaspora profiling harness; those are different objects. Do not treat a vendor disruption as a signed confession by today's ICCO or IRGC spokesman. Score the method, not the flag. A Western ministry that fed a model official bulletins, stripped the source, paid local channels, and forged Brookings footnotes would be this brief with the nouns swapped.
