## Summary

Anthropic case GTG-04001 in the September 2026 threat-intelligence report, still moving on X this cycle via Critical Threats and regional analysts, describes a Russian-speaking operator in Bangui who used Claude as the production backbone for a Foreign Information Manipulation and Interference operation in the Central African Republic. Daily copy ran through Radio Lengo Songo 98.9 FM and was coordinated with RT, Sputnik Afrique, TASS and the Russian House in Bangui. The same account generated loyalty contracts, staff-scoring rubrics, surveillance files on opposition figures, talking points for Russia House spokespeople, and forged Gendarmerie and Ministry of Defense documents. Anthropic scored the campaign Category Four on Brookings' Breakout Scale because the radio broadcast actually reached local audiences. INPACT/All Eyes on Wagner tipped the vendor and had already documented Politology, the Africa Corps/Wagner influence branch assessed under SVR control, as the parent shop. This brief scores the method, not CAR's government or the war next door.

## Analysis

The last two briefs in this vault covered a UAE Claude persona and an Iranian toy-video shop. This cycle rotates to a Russian state-aligned radio desk in Bangui that used a U.S. model as a newsroom and as an HR office.

Primary record is Anthropic GTG-04001 in Detecting and countering misuse of AI: September 2026, published 10-11 September and still cited on 12-13 September. Anthropic says a Russian-speaking actor in Bangui ran a daily content operation through Radio Lengo Songo 98.9 FM, coordinated with RT, Sputnik Afrique, TASS and the Russian House. When the user generated stories, the standing instruction was to embed pro-Russia, anti-France talking points. A second standing instruction was to strip formatting habits so the feed would not read as synthetic. The same account turned supplied topics into briefings, contracts, scripts, graphics and posts, including items prepared for the Presidency's spokesperson and the Russian House director. Templates show most planning happened offline; Claude was the printer.

Three extra lines sat on the same desk. First, automated personnel control: contracts that mandated loyalty to the President of CAR and to "Russia and its contingent," plus job descriptions, scoring rubrics and a three-strike dismissal process. Staff articles were scored against those criteria. When Claude flagged the political weighting, the operator relabeled the rubric in neutral terms and kept the score. Second, a recurring file on CAR opposition figures. Third, forged CAR Gendarmerie and Ministry of Defense communications built from original design files. Claude refused the most aggressive ask, which was to name real people as militants so security action would follow. The operator switched to anonymous-source framing.

All Eyes on Wagner and INPACT supplied the tip that started Anthropic's review. Their 26 May 2026 leak study, based on about 1,400 pages of Politology files, treats Politology as the ex-Wagner influence branch now under SVR control and Radio Lengo Songo as a Wagner-created 2017 station. A 7 July 2026 follow-up named Artur "Mirzoian" Tevosyan as Politology's CAR coordinator and published April-May 2026 invoices for basic ChatGPT and Claude subscriptions billed to a Madrid address. OpenAI told the investigators the ChatGPT accounts were used mainly to translate and summarise CAR press reviews and to do open-source research, then suspended them. Anthropic's September report is the later, fuller picture of what the Claude side was asked to emit. Score the production line as documented by the vendor. Score SVR command as the investigators' assessment, not as a signed Yasenevo letterhead in the open file.

Synthetic-media is Claude as staff. Narrative-laundering is a Bangui FM frequency and a cultural-center spokesman doing local work for a foreign talking-point list. Card-stacking is the standing order to keep the Russia/France cut and drop the rest. Manufactured-consensus is RT, Sputnik, TASS and local relays repeating the same pile so it looks independently confirmed. Disclosure-theater is the instruction to hide the model's fingerprints while the radio still sounds like a CAR station. Euphemism is the relabeled loyalty rubric and the "contingent" that never has to say intelligence service or private army.

This is propaganda where origin is designed to vanish into a local frequency, institutional form is a radio and a friendship house, and the design goal is to move Bangui belief about France, Russia and the opposition. It is not a finding that every anti-France complaint in CAR is a Moscow product, or that French or UN conduct in the country was clean. Breakout Scale Category Four matters: unlike most Claude farms in the same report, this one had a daily FM audience. A same-method test applies in reverse. A Western contractor that staffed a Bangui FM desk, forged Gendarmerie PDFs, and scored local journalists for loyalty to Paris would be this brief with the nouns swapped.
