Chen writes that all kinds of hostile forces and people with ulterior motives abuse deepfake audio-video, AI-generated text and images, and intelligent troll armies to cheaply and at scale fabricate political rumors, spread harmful information, and incite antagonistic sentiment, conducting public-opinion warfare and cognitive warfare that directly threaten political security, institutional security, and ideological security. Zaobao records the first listed remedy as upholding the Party's overall leadership and converting Party leadership into AI-governance effectiveness, including Party management of the internet and of data, plus an AI security-supervision platform and periodic risk guides. Other listed risks include cheaper automated cyber offense, data leakage through foreign models, monopoly and export-control fragmentation, social-governance shock, and the militarization of AI, with a cited example from the U.S.-Israel-Iran fighting. Fear-appeal and glittering-generalities do the rest. Political, institutional, and ideological security are virtue words that collapse if swapped for a metric: which rumor, which date, which shop. Semantic-hijack is the stretch of cognitive warfare and harmful information until they can cover unofficial disaster counts as well as fabricated video. Name-calling is hostile forces and people with ulterior motives doing the work a named service, contractor, or campaign ID would do. Card-stacking is the missing denominator: the essay does not inventory China's own yuqing desks, Clean Internet rumor cases, or the contractor pipelines Anthropic just named.

This is propaganda where origin is open, institutional form is a party cyberspace journal, and the design goal is to pre-authorize tighter Party control of models and data by staging the threat as incoming cognitive war. It is not a finding that deepfakes are harmless, that foreign services run no China-facing influence, or that cheaper cyber offense is imaginary. A U.S. intelligence chief who listed intelligent troll armies as a unique foreign threat in the same week a U.S. vendor documented domestic contractor farms doing the same work would be this brief with the nouns swapped.
