Two named exceptions sit on the same infrastructure: 19 posts disclosing Steyer for Governor 2026, and 79 undisclosed Michigan posts advocating for Democratic Senate candidate Haley Stevens. The last two briefs in this vault covered a U.S. DHS franchise-skin campaign and an MSS signed essay. This cycle rotates to a U.S. commercial creator shop that sells localized grievance as unpaid talk.

Primary open record is two layers. First, Drumbeat Labs LLC. Delaware file 3313781 dates incorporation to 22 March 2024. California, New York and Virginia foreign-LLC filings name managers Hannah Koizumi and Hugh R. Jones. The live recruiting site hellodrumbeat.com sells the product in the company's own words: creators get paid to talk about news, culture and trending topics; pay is based on views within five days; applicants must be U.S. adults. Second, ShadowGraph Intelligence report SGI-2026-CIB-004, published 15 August 2026 and revised 18 August, maps 113 TikTok accounts across ten states to that method. The report counts 7,519 campaign posts and 63.4 million campaign views, and finds 8,408 of 8,463 persona posts carry no paid-partnership, #ad, or Drumbeat tag. Six accounts in the same follow-graph label themselves Drumbeat ambassadors. The investigator grades the Drumbeat-as-operator link probable-high and the paying client as not established. That split is the correct confidence cut. Score the production line as documented by the company site plus the mapped graph. Score any ministry, party, or PAC as the buyer only where a post itself names one.

The method is rented plain-folks. Purpose-built 2026 accounts supply volume. Pre-existing creators, sixteen accounts in the TikTok cut, supply most of the views. Themes recovered by the report are groceries, rent, wages and utilities. The design on the mass of posts is grievance with no petition, candidate, or bio link, so the item reads as a neighbor rather than an ad. Disclosure-theater is the split: recruiter bios carry a Drumbeat-ambassador tag; the persuasion layer does not. Astroturf is the instruction, published by the company and recovered in the graph, to stand up new local accounts. Manufactured-consensus is many state-tagged mouths arriving at the same cost-of-living cut. Card-stacking is the missing denominator: no comparison prices, no named statute, no opposing cause of the rent line. Two documented exceptions matter because they break the issue-advocacy-only costume. ShadowGraph records nineteen posts on one New York account that name Steyer for Governor 2026 with committee ID 1485077, and seventy-nine undisclosed Michigan posts across three accounts that advocate for Democratic Senate candidate Haley Stevens. Those two strands are not proof that Steyer or Stevens bought the whole ten-state graph. They are proof that the same infrastructure can carry express advocacy.

This is propaganda where origin is a paid shop, institutional form is a local rant, and the design goal is to move midterm-state belief about affordability without the audience seeing a payer. It is not a finding that groceries are cheap, that every cost-of-living clip on TikTok is a Drumbeat product, or that ShadowGraph's 113-account floor is a finished census. The client gap is load-bearing. A same-method test applies in reverse. A conservative shop that paid new local accounts to air inflation rants with the paid tag only on the recruiter would be this brief with the nouns swapped.
