Lyman separately attributed 21 Party for Socialism and Liberation campaigns in 14 states to delays of about $23.6 billion. Clemson researcher Darren Linvill told Business Insider on 28 August that sampled farm posts on an obscure hashtag had no followers and no human reach. The immediately prior China-adjacent brief, 20260916-2318Z-hands-off-asia-singham, scored the Tricontinental slogan pipe and used the same 15 September hearing as a vector. This cycle isolates the computational layer that hearing restacked: a small inauthentic farm and a June model-misuse case, sold on Tuesday as the cause of stalled gigawatts.

Primary layers agree on the farm and split on the kill-chain. X Global Government Affairs, 28 August 2026, said Safety found about 200,000 suspected Chinese inauthentic accounts and, inside that farm, about 200 posting in a manner that could manipulate a legitimate debate about American AI and energy policy, with claims about household electricity and the grid and with AI-generated cartoons of operators taking subsidies while families pay. OpenAI, 10 June 2026, had already banned a likely PRC-origin ChatGPT cluster it named Data Center Bandwagon: Simplified-Chinese prompts, VPNs, English comments and comics posed as Americans, operators assessed as a Chinese tech-company social-media team working for provincial government clients. OpenAI wrote that the cluster exploited real ratepayer anger and that it found no evidence of meaningful breakout. Lyman's 15 September testimony and BPI's 16 September release quoted the X counts, named CGTN, China Daily and Global Times as the state-media layer, and then added a third vector: PSL campaigns he said helped produce ten moratoria, one ban, four killed projects, and about $23.6 billion delayed or blocked. Darren Linvill of Clemson, 28 August, told Business Insider that sampled posts tied to an obscure farm hashtag and to the cartoon stills had zero engagement and were a non-story. Lyman's own caveat is on the page: two things can be true; the opposition is not wholly astroturfed. Score the X notice, the OpenAI cluster name, and the hearing date as high. Mechanism is astroturf first. The 200 accounts are rented Americans. Synthetic-media is the drawing desk: the same cartoon grammar OpenAI logged in June reappears in the August X stills. Card-stacking is what Tuesday added. A platform notice about 200 low-reach handles, a June cluster OpenAI said did not break out, English-language state media that already argues the energy point, and a domestic Marxist party's real protest calendar are lined up so the remaining pile can only be read as Beijing switching off American substations. Transfer pastes the stigma of a 200,000-account farm onto every local rate case. Sleeper-effect is why this hour exists. The August label decays; the $23.6 billion travels on IANS and Hans India on 16 September as if it were a new intercept.

This is propaganda on two faces, and both get a method score. Face one: inauthentic PRC-origin accounts generating American-voice copy about power bills. Origin is a commercial-plus-provincial stack; form is a cartoon and a comment; goal is to move identification so a reader treats a handle as a neighbor. Face two: a congressional witness list and a wire lede that omit the zero-engagement finding and the author's own authentic-opposition sentence. A same-method test applies in reverse. A Chinese provincial energy bureau that banned 200 U.S.-looking accounts, then told the National People's Congress that those accounts plus a U.S. chamber of commerce had cancelled 23.6 billion dollars of Chinese compute, would be this brief with the nouns swapped.
