The last two active briefs covered a Qatari campus-funding stack and, before the quiet row, a France-Spain freelancer CIB. Rotation this cycle is corporate and NGO: a surveillance vendor and a three-month-old civic masthead.

On 17 September 2026 The Intercept reported that Flock Safety partnered with Neighbors for Strong Communities to generate resident emails supporting Flock automatic license-plate readers in Knox County, Tennessee. The nonprofit's own Knox County page says Flock brought experience with public safety technology and that Neighbors independently designed and managed the resident-engagement campaign. Ashley Smith, a Knoxville mother of four, told The Intercept she received a local-area-code text offering an AI-drafted message to officials, and that the draft arrived only after she indicated support. The Typeform URL in that flow carries an Influent hostname. At least two Neighbors directors helped found Influent, which sells tailored letters to elected officials. Neighbors incorporated in Washington, D.C., in June, listed no board on its About page, and moved its address from an Italian restaurant to a Santa Monica UPS store. The same shop had already texted Californians to press Attorney General Rob Bonta to drop a 12-state suit against the Paramount Skydance-Warner Bros. Discovery merger; the Committee for the First Amendment on 21 August and Techdirt on 8-9 September documented that earlier blast and an AI letter rewriter that flipped an anti-merger prompt into pro-merger copy. Flock and Neighbors did not answer The Intercept. The Knoxville News Sentinel, same morning, recorded that the County Commission had voted last month to ban the cameras and that by the 16 September deadline Flock had taken down all but ten of 143 readers. Score the partnership sentence, the support-gated AI draft, the Influent Typeform, the incorporation and address trail, and the commission vote as high. Score a claim that every supporting email was a fabricated person as not shown: recipients were real; the voice and the filter were not.

Mechanism is astroturf first. A vendor under a cancellation vote needed neighbor testimony. It did not buy a named Flock page. It used a civic noun—Neighbors for Strong Communities—plus a local SMS origin, then an AI clerk that would write only for the yes side. Plain-folks is the costume: stay-at-home parent, county area code, responsible license-plate readers with strong privacy protections. Manufactured-consensus is the inbox at the commission: similar-but-not-identical letters arriving as if a neighborhood had moved. Synthetic-media is the drafting layer and the six-fingered knox-neighbors hero image The Intercept flagged on the campaign page. Card-stacking is the question set: the tool asked for support, then refused to draft opposition, so the public record of personalized messages was a one-sided stack by design.

This is propaganda on the method test where origin is a corporate-nonprofit partnership admitted on the nonprofit's page, form is neighbor speech produced by a gated model, and the design goal is to move a county vote by making paid alignment look like unprompted civic mail. Gray color does not cancel the method. The same-method test applies in reverse. A privacy NGO that texted Knox County from a local number, offered AI drafts only to camera opponents, and hid its funders behind a UPS box would be this brief with the product swapped.

Literacy counter: keep three objects apart.
