Pang Nath said the jury came from Cambodia, China, Myanmar, and Vietnam and used a 100-point sheet. Trophies went to Cambodia's NTA Team, Yadi Tao of The Paper, Vietnam Television, Khmer Times journalist Ben Sokhean, and Zin Oo of Myanmar's Ministry of Information. The English paper that supplied most of the open record also accepted an award. A 2 June item already logged the campaign launch and the September awards plan under the same fund. Mechanism is semantic-hijack first. Fake news and information integrity do the work of a definition. No legal test, no named false item, no denominator of rumours versus reports appears on the pages that announced the night. Glittering-generalities is the second load-bearing layer: public trust, social harmony, national resilience, regional confidence, peace, and sustainable development are stacked until a reader who asks who decides what counts as fake sounds like an opponent of peace. Manufactured-consensus is the room itself plus the jury: five governments and four national flags on a score sheet so the line looks independently arrived-at. Transfer is the trophy. A fact-check prize pastes prestige onto the campaign and onto LMC as such. Narrative-laundering is the costume: a literacy forum and content-creator awards in a hotel ballroom, funded by a China-chaired special fund, with a PRC diplomat on the opening panel and a Chinese state-adjacent paper and a Myanmar ministry desk among the winners.

This is propaganda on the method test where origin is two information ministries plus a regional fund China chairs, form is professional journalism and youth media literacy, and the design goal is to move identification so a coordinated rumour-control and platform-governance line reads as shared Mekong common sense. White color does not cancel the method. Teaching students to check a stripped photo is not the violation. Stretching that lesson into a government-to-government integrity network without saying what the network is allowed to suppress is the influence layer. A same-method test applies in reverse. A U.S.-chaired river fund that paid a Vientiane awards night, put an American diplomat on the dais, handed trophies to Voice of America and a local English daily that then wrote the only English recap, and listed platform governance as shared practice would be this brief with the capitals swapped.
