## Analysis

OpenAI’s 10 June 2026 report describes two clusters of ChatGPT accounts assessed as PRC-origin. The Data Center Bandwagon group prompted the model in Simplified Chinese to produce English social-media copy and cartoons that framed AI data-center build-outs as the cause of rising household electricity bills and as vehicles for operator enrichment. Operators uploaded strategy files, used VPNs, and posted the output through accounts presenting as ordinary Americans. A parallel Tech and Tariffs cluster generated cartoons critical of US tariff and technology-competition policy while instructing the model to omit Xi Jinping. OpenAI banned the accounts and rated the activity low-breakout: limited organic reach beyond the operators’ own network.

On 27–28 August 2026 X’s Global Government Affairs account disclosed that its Safety team had identified a bot farm of approximately 200,000 suspected Chinese inauthentic accounts; within that farm roughly 200 accounts were posting material “that could manipulate a legitimate debate about American AI and energy policy,” including claims about electricity prices, grid strain, and AI-generated cartoons of data-center operators with bags of cash. Independent examination by Clemson researcher Darren Linvill located dozens of the accounts with zero engagement, consistent with rapid suspension or low organic traction. The cartoons and talking points match the OpenAI-described output, indicating continuity or parallel production lines.

Mechanism: synthetic-media supplies volume and visual polish that no human newsroom could match at the observed rate. Astroturf is the performed American identity (English vernacular, local-concern framing, no disclosure of foreign origin). Card-stacking selects electricity-price and land-use costs and presents them without denominators or other context from the policy debate. Flooding-the-zone and outrage-bait keep the frame circulating so that legitimate local opposition is amplified by inauthentic volume. The operation does not invent the underlying public concern; it amplifies it.

This qualifies as an influence operation and propaganda because origin is concealed, institutional form (concerned citizen, grassroots cartoon) is performed, and the design goal is to shape foreign (US) policy debate under a domestic costume rather than under a labeled state channel. Technique scoring is actor-agnostic: identical synthetic-persona and retrieval-optimized framing appear in Russian SDA Projects 2026, Israeli Hanover Institute seeding, and Iranian Lego-style video networks. Color is gray: platforms attribute to China-linked actors, yet the content itself carries no provenance for the ordinary reader.

Literacy counter: when a sudden volume of polished cartoons or first-person posts appears around a real local controversy (electricity rates, land use, water), check account age, posting history, linguistic artifacts, and whether the same images or phrases appear across otherwise unrelated accounts. Prefer primary utility data, PUC filings, and named local stakeholders over anonymous visual memes. Demand that platform labels and AI-generation watermarks travel with the content. Apply the identical provenance test to any faction’s synthetic amplification of genuine grievances—the method does not change with the flag.
