Primary dated layers agree on structure and split on command. The New York Times, 5 August 2023, tracked hundreds of millions of dollars through American nonprofits that mix progressive advocacy with Chinese government talking points, and reported that Singham works closely with the Chinese government media machine from Shanghai, including co-production with a city propaganda department. House Ways and Means Chairman Jason Smith, in a 25 June 2026 Select Committee on China statement and a 24 July 2026 committee release, said the committee is investigating whether tax-exempt law is being used for foreign influence and named BreakThrough News, Tricontinental and The People's Forum after earlier requests produced, in the committee's words, no single responsive document. Subpoenas followed on 21 July. Fox News Digital's 2026 ledger, which the committee has cited, counts 223 transactions totaling $591 million across five continents from 2017 through 2025 and $278 million from Singham into six core shops, including $22.44 million to People's Forum, $16.76 million to Tricontinental, $1.098 million to BreakThrough BT Media and $1.33 million to CodePink. Those dollar tables are investigative accounting, not audited IRS exhibits in this file. The New York Post reported on 29 June 2026 that a Manhattan grand jury under SDNY is examining the money movement; that is a source-attributed probe, not an indictment. Singham and the named shops deny taking CCP direction. Counsel for BreakThrough News and People's Forum called the subpoenas a First Amendment attack. Score the funding architecture as documented. Manufactured-consensus is the risk that several independently branded shops arrive at the same positions on China, U.S. foreign policy and Cuba sanctions in the same week because they share a funder, not because they independently agree. Astroturf is the risk that a shared funder sits behind logistics and media presented as grassroots. Card-stacking is the missing denominator: the donor's Shanghai residency and the reported Chinese state-media partnership do not travel with the item. Counsel for BreakThrough News and People's Forum called the subpoenas a First Amendment violation; whether that objection has legal merit is a separate question from the funding architecture this brief scores. The hearing title carries its own framing. A subcommittee title that calls the targets Trojan horses does name-calling work the exhibits still have to do. Witnesses listed by the committee majority include Heritage, Jamestown and the Bitcoin Policy Institute; CREW's Donald K. Sherman is also listed. That list is a witness slate, not a verdict.

This is propaganda where origin is a concealed or lagged donor plus, on the Times's finding, Chinese state-media partnership, institutional form is charity, news and protest, and the visible design is to move U.S. and Global South belief about China, Cuba and American power without the audience seeing the payer. It is not a finding that every critic of U.S. sanctions, every CodePink banner, or every Twitch hour is a Singham product, that $591 million is a CCP appropriation, or that the uncharged grand jury has proved money laundering. A same-method test applies in reverse. A Gulf or Western donor who bought tax-exempt newsrooms and protest hubs in another country to wash a foreign ministry line as local civil society would be this brief with the nouns swapped.
