## Summary

On 16 September 2026 Newsweek published Didi Kirsten Tatlow's investigation of Hands Off Asia, a slogan that first appeared in early March on the X account of Vijay Prashad, director of Tricontinental: Institute for Social Research (U.S.-registered). Tricontinental and the International Peoples' Assembly hosted a 30 April webinar, Hands Off Asia: Peace, Sovereignty and Anti-U.S. Militarism, framed as a Beijing-chaired Saigon-fall-anniversary launch. On 16-18 July the pair convened Hands Off Asia in Colombo; Tricontinental's 29 July newsletter printed the Colombo Declaration, signed by 80-plus delegates from 40-plus organizations in 15 countries, defining the slogan as no U.S. or allied bases, no AUKUS, no Quad. Newsweek maps August meetings in Philadelphia and New York under related banners, names Neville Roy Singham of Shanghai as a core funder, records a DOJ inquiry and subpoenas of Tricontinental and two others, and cites SpringAI TikTok counts that TikTok called bogus. Score the slogan, webinar, Colombo text, and U.S. event names as high. Score a finding that Beijing tasked the Philadelphia rally, or that every anti-base protester is a cutout, as contested.

## Analysis

The last three active briefs covered an Israeli contractor training file in Angola, a Meta Oversight Board deepfake leave-up, and a Flock-Neighbors astroturf stack. Rotation this cycle is NGO and commercial-network: a U.S.-registered institute, a transnational assembly, and a Shanghai-resident donor, not a ministry press office.

On 16 September 2026 Newsweek published Tatlow's Hands Off Asia reconstruction. The documented spine does not require the magazine's warfare metaphor. In early March the three-word slogan appeared on Prashad's X account. Tricontinental promoted a 30 April webinar, Hands Off Asia: Peace, Sovereignty and Anti-U.S. Militarism. Newsweek places a Beijing-chaired launch on the same anniversary window as the fall of Saigon. Tricontinental's own 29 July Asia newsletter then records the 16-18 July Colombo conference: International Peoples' Assembly organized, Tricontinental supported, more than 80 delegates, more than 40 organizations, 15 countries. The printed declaration defines the slogan in operational terms: no U.S. or allied military bases on sovereign territory, no AUKUS, no Quad. That is a primary. Newsweek adds an August layer the institute pages do not: an 14 August Philadelphia Asia Rising meeting co-organized by the Anti-Imperialist South Asian Alliance and Haqooq-e-Khalq Party, a Hanwha out of Philly campaign, a late-July masked insurgency workshop, and parallel New York convenings that include Nodutdol. The New York Post, 29 June, separately reported a Justice Department grand-jury inquiry into Singham and congressional subpoenas of Tricontinental and two other groups. Score the X-to-webinar-to-declaration sequence and the existence of the named U.S. meetings as high. Score SpringAI's claim that a U.S.-critical bases narrative was served to about 450 bot users more than 300,000 times as contested: TikTok called the study bogus and declined the early-September hearing Newsweek records. Score a signed CCP tasking memo for the Philadelphia meeting as not shown.

Mechanism is narrative-laundering first. A U.S.-registered institute and an assembly of people's organizations carry a line that also matches Beijing's stated positions. Manufactured-consensus is the risk that a jointly signed declaration is later cited as fifteen countries and forty organizations independently arriving at the same three words. Transfer invokes Bandung and the 1952 Beijing peace conference as precedents for a 2026 anti-AUKUS line. Overton-shift is the escalation from a webinar slogan to a signed demand for no U.S. or allied bases, no AUKUS and no Quad. Disclosure-theater is the gap between an About page that can name a donor in one venue and a rally flyer that names only neighbors.

This is propaganda on the method test where origin is a funded institute plus assembly, form is local and continental civic speech, and the design goal is to move identification so a coordinated anti-base frame reads as spontaneous Asian and American consensus. Gray color does not cancel the method. Advocacy against foreign bases is not itself the violation. The same-method test applies in reverse. A Taipei-registered institute, funded by a Virginia donor, that launched Hands Off the Strait in Washington, blessed it at a Manila conference, and seeded August rallies in Guangzhou would be this brief with the capitals swapped.
