## Analysis

The last two active briefs covered an Israeli contractor training file in Angola and a U.S.-registered institute moving a Hands Off Asia slogan from webinar to Colombo declaration. Rotation this cycle is Russia state-adjacent intelligence cutout plus local media: not another commercial X farm and not another NGO masthead.

On 10 September 2026 Anthropic published Detecting and countering misuse of AI. Case GTG-04001 is the load-bearing primary. The company removed an account run by a Russian-speaking actor in Bangui who supplied daily production for Radio Lengo Songo on 98.9 FM. When the user generated content, Anthropic writes, they instructed Claude to embed pro-Russia and anti-France talking points and to strip classic formatting habits so the feeds would not read as synthetic. Sampled output was pro-CAR government, pro-Wagner, anti-France, and anti-opposition. Coordination named RT, Sputnik Afrique, TASS, and the Russian House in Bangui. The model was also used as back office: contracts that mandated loyalty to the president of the CAR and to Russia and its contingent; job descriptions and scoring rubrics; keep-or-fire recommendations; surveillance tracking of opposition figures; talking points for Russian House spokespeople; and forged CAR government documents including Gendarmerie and Ministry of Defence communications. Anthropic grades the case Category Four on the Brookings breakout scale because the copy aired daily and moved through Telegram and local outlets. It assesses Politology as the Africa Corps and former Wagner influence branch that came under SVR control in late 2023, and the individual as Politology's local media coordinator. All Eyes On Wagner, 7 July 2026, had already published April and May 2026 Madrid invoices for basic Claude and ChatGPT subscriptions, a little over 20 euros each, billed to a Gran Via tourist address and tied by that shop to Artur Tevosyan. Euronews on 16 September restated the invoice path and the Wagner 2017 founding of the station. Score the disrupted account, the radio frequency, the prompt pattern, and the Category Four path as documented. Score the Tevosyan legal-name match as high from the July invoice file. Score a ministry letter that says SVR ordered this week's bulletin as not in this file.

Mechanism is narrative-laundering first. The warrant is an FM call sign that has sat in Bangui since 2017. The payload is Moscow-aligned copy written after a foreign coordinator told a model which line to keep and which machine tell to erase. Synthetic-media is the production line itself: volume and polish no small station newsroom could staff, plus an explicit instruction to hide the generator. Astroturf is the origin costume: contracts, scripts, and posts presented as the work of a Central African station while the production account was foreign-run. Manufactured-consensus is the same talking points appearing as radio, state-agency copy, Russian House remarks, and local pickup. Disclosure-theater is the gap between a station ident on 98.9 FM and the absence of an SVR, Africa Corps, or contractor tag on the bulletin the listener hears.

This is propaganda on the method test where origin is a foreign intelligence-adjacent shop plus a hired coordinator, form is local radio journalism, and the design goal is to move identification so a standing Russian security-and-media line reads as homegrown civic speech. Gray-to-black color does not cancel the method. A same-method test applies in reverse. A French contractor in Bangui that told a model to embed anti-Moscow talking points, strip AI tells, forge interior-ministry letterhead, and air the result as Radio Lengo Songo would be this brief with the capitals swapped.
