On 12 April the School of Journalism and Communication at Sun Yat-sen University, with the School of Software Engineering, unveiled Huanyu Zhiying Large Model 1.0 (寰舆智应) at the Third Interdisciplinary Forum on International Communication and Cultural Exchange in Guangzhou. Hosts included the SYSU–China Foreign Languages Bureau Greater Bay Area International Communication Research Center and the Guangdong Provincial Base for External Communication Research. Dean Zhong Zhijin said the forum was meant to raise the international expressive power of China's discourse system. China Daily's own line is operational: the model supplies public-opinion simulation and decision support and can optimize overseas response strategy on major issues. The same forum released staged results of The World Looks at China, covering eight countries. ASPI's Fergus Ryan, on 18 September 2026, reconstructed further developer language: dual simulation of foreign-media reporting and Chinese reply text; a specified guiding perspective; an English label LLM for global crisis response; a last step for public-opinion guidance; more than 10,000 simulated profiles across a claimed 18 countries; and fine-tuning on an Alibaba Qwen-family model. Mechanism is synthetic-media first. One model writes a foreign-looking article; a silicon population reacts; a second generator writes the Chinese reply. Manufactured-consensus is the costume of that population: thousands of profiles standing in for publics that did not sit the crisis. Narrative-laundering is the institutional stack. A journalism school, a software school, a provincial key laboratory approved in 2017 as the Guangdong Provincial Key Laboratory of Public Opinion Big Data Analysis and Simulation, a 2023 base co-built with the Guangdong Provincial Party Committee Propaganda Department, and a CICG joint center present a public-opinion simulation tool as interdisciplinary research. Euphemism is the load-bearing vocabulary: guiding perspective and public-opinion guidance sit inside the ordinary field labels international communication and crisis response. Card-stacking is the specified perspective itself. The simulation is not a blank audience test. The operator names the line the copy must serve, then asks the model to dress that line for the synthetic foreigner.

This is propaganda on the method test where origin is a state university pair plus CICG- and propaganda-department-adjacent centers, form is a decision-support model and a survey program, and the design goal is to move identification so a pre-tuned state line reads as a calibrated reply to what the world just thought. White color on the April forum does not cancel the method. Polling eight countries and publishing the tables would not be the violation. Using those tables, plus simulated foreign-desk copy, to optimize 舆论引导 before a real audience sees the message is the influence layer. A same-method test applies in reverse. A U.S. combatant-command information school that launched Global Pulse 1.0, simulated CGTN packages, injected a specified guiding perspective, and called the last step public-opinion guidance would be this brief with the letterhead swapped.
