Separately, a 18 May 2026 SAM.gov sources-sought notice from the Office of Policy, Planning, and Resources for Public Diplomacy (R/PPR), solicitation 19AQMM26NDACFAP, asked vendors for software to mine open-source data, map adversarial propaganda influence networks, and detect deepfakes. Two records have to stay separate. The Guardian on 30 August 2026 is the primary on the creator stack. The paper said it reviewed a State Department proposal for an $11 million multi-year campaign through the U.S. Mission to ASEAN: up to 30 online influencers in 11 Southeast Asian countries at $2,500 each; $5 million for messaging; $3 million to train influencers and journalists to counter Chinese propaganda; $3 million to bring about 180 participants to studios in Washington and Houston. The same item said the ideal recruit sat on a rejecting-affirming continuum and that the proposal cited Jennica Pounds, who posts as DataRepublican, as a model of the voice to seek abroad. A department official said Under Secretary Rogers would continue to confront censorship, anti-American propaganda, and coercive influence while showing the advantages of open communication. SAM.gov notice 19AQMM26NDACFAP, posted 18 May 2026 by R/PPR, is the primary on the analytics layer: a sources-sought request for tools to access open-source data, identify adversarial propaganda influence networks, run deepfake forensics, and link information activity to real-world behavior. Dagens restated the $11 million and $2,500 figures the same day. Score those dated sentences as high. Score a posted award, a named roster of paid creators, a flight log of served ads, and any claim the proposal is already moving Indonesian or Vietnamese polls as not shown.

The shuttered Global Engagement Center is context, not this actor. Congress defunded GEC in 2024; the Trump administration closed it in 2025. Former GEC officials Daniel Kimmage and Carrie Goux told The Guardian that files released to support a domestic-censorship charge showed a 2022 gendered-disinformation report and Kimmage testimony, not a U.S.-audience targeting program. The domestic-censorship charge and who made it are not identified by name in this file; only the former officials' rebuttal is cited. Goux said the new stack looks like a contractor rebuild. That fight is a separate object. Do not collapse GEC's old mandate, the Rogers official sentence, and the ASEAN proposal into one secret desk.

Mechanism is testimonial first. A local creator vouches; the vouch is meant to end checking of who paid. Narrative-laundering is the cutout: Mission-to-ASEAN copy travels as a Jakarta or Manila feed. This is propaganda on the method test where origin is a named U.S. foreign ministry, form is rented local speech plus a vendor survey, and the design goal is to move identification so a foreign desk reads as a neighbor. White or gray color does not cancel the method. A state may fund public diplomacy in its own name. Paying creators to publish aligned copy without a disclosure that travels with the post would be the influence layer. A same-method test applies in reverse. A Chinese embassy that paid thirty American YouTubers $2,500 each to post as unaffiliated tech reviewers against a U.S. export rule, then flew them through a Beijing studio week, would be this brief with the letterhead swapped.
