## What happened

**7 April 1933: purging the profession**

- **The Law for the Restoration of the Professional Civil Service** (Gesetz zur Wiederherstellung des Berufsbeamtentums) is promulgated on 7 April 1933. Because Germany's public school teachers were, like judges and other public officials, civil servants (Beamte), the law applied to them directly without any separate education statute.
- **§3, the "Aryan paragraph."** Civil servants "not of Aryan descent" were to be retired (non-tenured staff could simply be dismissed).
- **§4, "political reliability."** Civil servants "who by their previous political conduct do not provide assurance that they will at all times unreservedly support the national state" could be dismissed. The clause names no offence; it is a loyalty test applied after the fact.
- **The veteran exemption.** President Hindenburg pressed for, and the law included, exemptions for Jewish civil servants who had served at the front in the First World War, had held office since before 1 August 1914, or had lost a father or son in the war (USHMM; Yad Vashem). The exemption narrowed the law's immediate reach without ending the purge: teachers judged "politically unreliable" under §4 had no such protection, and Jewish teachers in schools reserved for non-Jewish pupils were the first to go regardless of exemption, since local authorities and the NSLB (below) pushed many out administratively before any tribunal was needed.
- **26 January 1937.** The Deutsches Beamtengesetz (German Civil Service Law) replaces the 1933 law outright and drops the veteran exemption entirely, while extending the ban to applicants married to a person of part-Jewish descent. What Hindenburg had narrowed in 1933, the state closed after his death in August 1934.

**1929-1936: the NS-Lehrerbund captures the profession**

- **21 April 1929.** Hans Schemm, a Bavarian NSDAP Gauleiter, founds the Nationalsozialistischer Lehrerbund (NSLB, National Socialist Teachers League) as a party organisation for teachers, years before the Nazis took power.
- **1933.** With the government now in NSDAP hands, the NSLB absorbs or forces the dissolution of Germany's previously independent teachers' associations and becomes the profession's sole recognised body. Schemm is also made Bavarian State Minister for Education and Culture (16 March 1933), fusing party and state education leadership in his own person.
- **Growth.** The League's reach became near-total: by 1936 about 97 percent of German public school teachers, roughly 300,000 people, had joined (Facing History and Ourselves; USHMM, "Indoctrinating Youth"). Membership was not formally compulsory, but a teacher's career, promotion and standing depended on it, so the "voluntary" figure functioned as a loyalty census.
- **Training.** The NSLB ran its own ideological training camps (Gauschulungslager) and pressed the state's teacher-training colleges (Hochschulen für Lehrerbildung) to screen candidates for political reliability alongside academic ability (Facing History and Ourselves, "Control of Universities in Nazi Germany," which documents the parallel vetting of academic staff).
- **5 March 1935.** Schemm dies of injuries from a light-aircraft crash. Hitler sends a Berlin surgeon to Bayreuth, but Schemm dies before he arrives. Fritz Wächtler succeeds him as Reichswalter (national leader) of the NSLB, which continued in that reduced, more bureaucratic form until it was effectively wound down in 1943 as the war absorbed its functions (Historisches Lexikon Bayerns).

**1933-1935: the curriculum rewritten**

- **Race science as a school subject.** A Prussian decree of September 1933 on heredity science and race science ("Vererbungslehre und Rassenkunde") is followed by an order making Rassenkunde compulsory for final-year classes from 1 October 1933 and a subject on the leaving examination (histclo.com's education pages, drawing on Gilmer W. Blackburn, *Education in the Third Reich: A Study of Race and History in Nazi Textbooks*, Southern Illinois University Press, 1985; "Reading Poison: Science and Story in Nazi Children's Propaganda," *Journal of the History of Childhood and Youth*, republished at PMC). Racial science was not confined to one class: pedagogical guidance aimed to make "biological thinking" a habit across subjects.
- **Eugenics inside biology.** Standard biology teaching added heredity and "racial hygiene" content, presented as applied genetics. Teacher's guides such as Bareth and Vogel's *Erblehre und Rassenkunde für die Grund- und Hauptschule* (1937 edition) covered grades four through eight, describing "differences in the structure and size of the brain and the bodily glands" between races and asserting that "mental and spiritual difference are naturally related thereto" (Bytwerk, German Propaganda Archive, "Nazi Racial Teaching Guidelines"). After the Nuremberg Laws of September 1935 banned marriage and sexual relations between Jews and non-Jews, the same racial-science lessons supplied pupils with the biological justification for a law already in force.
- **History and German literature.** History teaching guidelines issued from 1938 directed teachers toward race, the Führer and the nation as organising themes (German History in Documents and Images hosts the 1938 "Guidelines for Teaching History"). In German-literature classes, Hans Grimm's 1926 novel *Volk ohne Raum* ("People without Space"), whose title supplied a slogan for the demand for *Lebensraum*, became a standard set text for the school-leaving examination by near-unanimous agreement among language teachers (Blackburn, 1985).
- **Physical education.** Leibeserziehung (physical education) grew from about two class hours a week before 1933 to roughly five by 1937, more class time than any subject except German, framed as fitness for national service: pre-military conditioning for boys, preparation for motherhood for girls (Facing History and Ourselves, "Schooling in Nazi Germany"; histclo.com's physical-education page). Sport and drill, not classroom study, became the curriculum's largest single commitment of time.
- **Reach across the school system.** This curriculum applied to the ordinary state Volksschule and Gymnasium track. **1935-1938: the textbooks**

- **Arithmetic.** School mathematics books set word problems that used the cost of institutional care for disabled people as their numbers: one widely cited example asks how many houses at 15,000 marks each could have been built for the 6 million marks spent on "a lunatic asylum," and another is titled "What does the cost of care for the hereditarily sick amount to?" (Undark, "A Math Lesson From Hitler's Germany," 1 February 2017, drawing on period textbooks). The arithmetic itself is ordinary division; the numbers being divided carried the regime's argument that disabled people were an unproductive burden — language ("hereditarily sick," "useless eaters") that the T4 "euthanasia" programme would use for murder from 1939.
- **Spring 1938: *Der Giftpilz* ("The Poisonous Mushroom").** Julius Streicher's Stürmer-Verlag, the publishing house behind the antisemitic weekly *Der Stürmer* (covered in FRAME's [Nazi propaganda before and during the Holocaust, 1933-1945](https://propagandaarchive.org/case-studies/holocaust-propaganda/) case study), publishes a children's book written by Ernst Hiemer and illustrated by Philipp "Fips" Rupprecht. Its title essay tells children that a Jew, like a poisonous mushroom among edible ones, is dangerous exactly because he is hard to tell apart from everyone else. One chapter, "Wie man einen Juden erkennt" ("How to recognise a Jew"), stages the book's own classroom: a teacher named Birkmann draws faces on the blackboard while a pupil, Karl, identifies "Jewish" facial features (Bytwerk, German Propaganda Archive; Wiener Holocaust Library object record). *Der Stürmer* reported 10,000 copies sold in the book's first week; total print estimates range from about 40,000 to 60,000 copies (perspectives.ushmm.org, "Pages from the Antisemitic Children's Book The Poisonous Mushroom"). It was used in some schools and reading circles, though never made a compulsory national text.
- **Hiemer, a teacher himself.** The book's author, Ernst Hiemer, was a trained schoolteacher before he became a *Stürmer* editor. After the war a German court sentenced him and banned him from teaching for life (Wiener Holocaust Library).
- **A rare crack in the line.** Not every Nazi leader welcomed the book. Propaganda Minister Joseph Goebbels wrote in his diary on 29 May 1938: "Streicher has published a new children's book. Terrible stuff. Why does the Führer put up with it?" The objection was to Streicher's crudeness, which Goebbels worried embarrassed the regime abroad, not to antisemitic teaching content as such; Streicher kept publishing regardless.

**1937-1938: the Reich ministry completes central control**

- **1 May 1934.** Bernhard Rust, previously a Prussian minister, becomes Reich Minister of Science, Education and National Education, heading a new Reichserziehungsministerium (REM) that absorbs the former Prussian Ministry of Science, Art and Public Education and begins pulling school authority away from Germany's other states (Länder), which had run education separately since the nineteenth century.

- **1937: the confessional-school campaign.** Using the routine spring school-enrolment period, party and ministry pressure steers parents away from Germany's confessional (Catholic and Protestant) primary schools, Bekenntnisschulen, toward the state's preferred "German community schools," Gemeinschaftsschulen, after a propaganda and coercion campaign under way since 1935 (Historisches Lexikon Bayerns, "Gemeinschaftsschule"). Falling enrolment then supplies the ministry's stated justification for closing the confessional schools that remain.
- **1937: secondary-curriculum reform.** From 1937 the ministry standardises the Gymnasium track nationwide, shortening the path to the Abitur (school-leaving qualification) to twelve years and ending most remaining Länder variation in subject hours, completing in practice the centralisation the REM's 1934 founding had begun on paper.
- **6 July 1938: the Reichsschulpflichtgesetz** (Reich Law on Compulsory Schooling) sets uniform national rules for compulsory attendance — eight years of primary school plus three years of vocational school (two in agricultural trades) — replacing the patchwork of state-level school laws. Its stated purpose was "the education and instruction of German youth in the spirit of National Socialism."
- **27 October 1938.** The Reich and Prussian Ministry of Science, Education and National Education announces the conversion of all remaining confessional schools into Gemeinschaftsschulen, completing the process begun with the 1937 enrolment campaign.
- **15 November 1938.** Days after the Kristallnacht pogrom, the ministry orders all Jewish children expelled from German public schools; they could from then on attend only separate, underfunded Jewish community schools, themselves closed by 1942 as deportations emptied them. Any Jewish teachers who had survived earlier rounds of dismissal under the veteran exemption lost their last posts in the general school system at the same time.

- [Euphemism / doublespeak](https://propagandaarchive.org/techniques/euphemism/): "Wiederherstellung des Berufsbeamtentums" presents a purge as a restoration, as if the civil service were being returned to a prior, proper state rather than reshaped by new racial and political tests. "Politische Zuverlässigkeit" (political reliability) names no act and no standard; it only names the outcome the state wanted from the screening.
- [Identity fusion](https://propagandaarchive.org/techniques/identity-fusion/): NSLB membership, reaching about 97 percent of the profession by 1936, fused "being a teacher" with "belonging to the party's teachers' organisation" so completely that the two became hard to tell apart, exactly as the party wanted; a teacher's professional identity and political identity were made the same thing.
- [Transfer](https://propagandaarchive.org/techniques/transfer/): Rassenkunde borrowed the classroom authority of an established science subject — biology, with its textbooks, exams and trained teachers — to carry racial ideology. Presenting Jewish exclusion or racial hierarchy as a finding of "race science" transferred the credibility of genuine genetics onto claims genetics does not support.

## Then and now

The closest present-day parallels are not a purge of teachers by ancestry — no Western democracy has repeated that — but states using curriculum law and curriculum-approval machinery to decide, top-down, what teachers may or must say about identity and history. Two U.S. examples, from opposite ends of that country's domestic politics, illustrate the same mechanism. Florida's HB 7, the "Stop the Wrongs to Our Kids and Employees Act" ("Stop W.O.K.E. Act," signed by its Republican governor in April 2022, in force from July 2022), barred K-20 classroom instruction that a person is "inherently racist, sexist, or oppressive," or that guilt or "psychological distress" should attach to a student because of their race's past conduct; Florida and Texas, both Republican-led, also lead the count of individual books removed from school shelves under separate review laws, Florida alone removing 2,304 books from its schools in the 2024-25 school year by one tracked count. From the other end of the spectrum: California's State Board of Education, under a Democratic governor, rejected and substantially rewrote its own 2019 draft Ethnic Studies Model Curriculum after finding it "insufficiently balanced and inclusive," removing material that Jewish organisations had flagged as antisemitic before adopting a revised version in March 2021 and then, via Assembly Bill 101, making a semester of ethnic studies a graduation requirement for the class of 2025 onward; the same year, the Democratic-majority Burbank Unified School District (California) pulled five books, including *To Kill a Mockingbird* and *Adventures of Huckleberry Finn*, from required whole-class reading over their language about race, leaving them on library shelves but off the list every student must read. The differences from 1933-38 are the load-bearing ones in every case: these laws and school-board votes regulate what may be *said, assigned or required* in a classroom, not who may hold the job because of ancestry; a federal appeals court struck HB 7's classroom-speech provisions down in 2026 as an unconstitutional restriction on educators' speech, a check no independent court could apply to the REM; teachers and parents who lose a curriculum fight, on either side, can organise, sue, write for the press and run for the school board that set the policy; and no group of pupils is being told a state-endorsed biology reclassifies their classmates as a threat. What is shared is narrower and still worth naming: a law or board decision that tells a teacher which conclusions, or which texts, are permitted in the room, applied through the ordinary machinery of curriculum approval and book review rather than through secret policing.

## Positions on the record

- **The regime's own rationale.** The 1933 law was presented as restoring integrity and order to a civil service the government said had been politically and racially compromised under the Weimar Republic. The NSLB and the REM presented Rassenkunde and the eugenics content in biology as science, not opinion, and the confessional-school campaign was presented as parents freely choosing a "German community school" rather than as a ministry closing their previous one by attrition.
- **Dissent inside the system.** Open criticism of the purge or the curriculum was politically dangerous and left little public trace, but the record still shows friction. Goebbels's private diary entry on *Der Giftpilz* (29 May 1938) shows one senior figure of the regime objecting to a specific piece of classroom propaganda as crude, even as he did not oppose its antisemitic purpose. Historians (Blackburn, 1985) also note that some teachers taught the compulsory race-science material with visible reluctance or minimal engagement, though enforcement through the NSLB and school inspection made sustained public refusal rare.
- **Contemporary and later scholarship.** Gilmer W. Blackburn's *Education in the Third Reich: A Study of Race and History in Nazi Textbooks* (1985) remains the standard English-language study of the curriculum and textbook content described above. Helen Roche's work on the Reich Education Ministry ("From Humboldt to Hitler? The Third Reich's Education Ministry Revealed," 2013) and the *Reviews in History* assessment of Hans-Christian Harten, Uwe Neirich and Matthias Schwerendt's *Rassenhygiene als Erziehungsideologie des Dritten Reichs* trace the ministry's institutional history and the specific policy struggles between Rust's REM and rival party bodies (the NSLB, the SS-run NAPOLA system) over who controlled education.
- **This archive's reading.** Documented: the text and dates of the 1933 and 1937 civil-service laws, the NSLB's founding, growth and approximate membership share, the compulsory status and content of Rassenkunde teaching, the *Volk ohne Raum* set text, the described arithmetic-textbook examples, the publication and content of *Der Giftpilz*, the 1938 compulsory-schooling law and the November 1938 expulsion decree. Less precisely documented: the exact number of teachers dismissed as "non-Aryan" specifically (as opposed to university professors, where Richard Evans's estimate of roughly 15 percent of academic staff dismissed by autumn 1933, a third of them for being Jewish, is well established) and how many individual schools actually used *Der Giftpilz*, which was never made compulsory. Historians differ on how much of the curriculum's effect came from content the regime wrote versus from the coercive apparatus (NSLB membership, dismissal, denunciation) that made refusing it costly.

## Same-method test

The method scored here is curriculum and personnel control: purge the teaching staff by a loyalty or ancestry test, fold the profession into a single vetted organisation, then rewrite what is taught and read down to the level of the textbook. Other twentieth-century one-party states used the same method on the same institution.

- **Soviet Union.** The People's Commissariat of Enlightenment (Narkompros) imposed a uniform "unified labor school" curriculum by decree in 1931-32 after the more experimental pedagogy of the 1920s, and the Communist Party's July 1936 decree denouncing "pedology" (a Soviet child-study discipline it now called bourgeois) removed thousands of educators and standardised classroom method and content nationwide (Andy Byford, "Restoring Teachers to Their Rights: Soviet Education and the 1936 Denunciation of Pedology," *History of Education Quarterly*, Cambridge University Press). Official textbooks such as the *Short Course on the History of the CPSU(b)* became the fixed national account of party history, and portraits and passages naming purged leaders had to be physically removed from existing books and photographs as the political line shifted (see [Glavlit and the retouched photographic record](https://propagandaarchive.org/case-studies/soviet-glavlit-photo-retouching/)). - **Maoist China.** Teachers and other intellectuals were targeted as a class in successive campaigns from the 1950s, and most severely from 1966: the Cultural Revolution's Red Guards closed most schools, suspended the national university entrance examination for roughly a decade, and subjected teachers to public denunciation, imprisonment on campus and violence, with intellectuals collectively mocked as the "stinking old ninth" (chou laojiu) in the regime's own ranked list of class enemies (Roderick MacFarquhar and Michael Schoenhals, *Mao's Last Revolution*, Harvard University Press, 2006). The differences are as significant as the similarities. The Nazi purge used a fixed, inherited category, "Aryan descent," that no personal conduct could satisfy or escape; Soviet and Chinese loyalty tests targeted belief and class origin, categories a person could in principle (if rarely in practice) be readmitted from, and both systems also purged along shifting political lines that changed with the leadership rather than a stable rule fixed in April 1933. The Cultural Revolution's attack on teachers was far more violent and far less centrally planned in its day-to-day form than the Reich ministry's bureaucratic administrative purge, coming from mobilised student Red Guards as much as from any education ministry. All three cases share the underlying method: control who may teach, then control what is taught, and treat both as one lever.

## How to spot it

- Check whether the people being screened out of a profession are being tested for something they can change (conduct, belief) or something they cannot (ancestry, birth). The second is a purge dressed as a personnel policy.
- Ask whether joining a single "voluntary" professional body has, in practice, become a condition of keeping a job. A membership rate near saturation is not proof of agreement if the alternative is a stalled or ended career.
- Look for a new compulsory subject or textbook that borrows the authority of an established, credible field (science, history) to carry a conclusion that field's own evidence does not support.
- Watch what a law's title claims to do. "Restoration," like "community school," describes the desired impression, not the mechanism; read the operative sections for what actually changes and for whom.
- A textbook example that looks like ordinary technique — a division problem, a reading passage — can still be chosen to carry an argument. Ask why this number, this book, this document, and not another one equally suited to teaching the skill.

- **A classroom Rassenkunde or biology lesson (e.g. skull- or feature-measurement demonstrations used in racial-science teaching).** Several Bundesarchiv-sourced Commons images exist of racial measurement in research settings (for example Eva Justin's work for Robert Ritter's institute), but those depict identifiable persecuted individuals in a research, not classroom, context and are better placed on a page specifically about that research programme; no clean, classroom-specific, openly licensed photograph was found in the time available. **Could be filled** with a verified classroom photograph if one turns up in the Bundesarchiv or a national school-history archive.
- **An NSLB rally or Reichslehrertag (national teachers' congress) photograph.** Not found with a confirmed CC BY-SA or public-domain Commons record in the time available; several auction-house postcard scans of Hans Schemm exist on Commons marked "no known copyright restrictions," but FRAME does not host images whose rights status rests only on an auction house's own assessment. **Could be filled** from a verified Bundesarchiv holding.
- **A page from *Der Giftpilz* or a period arithmetic textbook.** Deliberately not sourced or hosted. Even where a scan is technically reachable, this archive does not reproduce the caricature imagery of *Der Giftpilz*; the book's text is quoted and described above instead, and the arithmetic example is described rather than shown as a photographed page.
- **A 1933-38 classroom lesson (Rassenkunde or biology) or an NSLB rally.** A school-assembly ceremony of January 1934 is shown above (Bundesarchiv Bild 183-2007-0329-501, CC BY-SA 3.0 DE); no ordinary lesson photograph or Reichslehrertag photograph with a confirmed licence was found. **Could be filled.**
