A portrait sheet under an orange headline reports that Major General Nguyen Duc Thang, the Minister for Construction, visited Gia Dinh province on 2 July 1966 to review rural construction work from 1 January to 31 May 1966. Photographs show him talking with armed youth fighters, opening a rebuilt bridge and receiving a captured Russian rifle and a National Liberation Front flag. The tell is the slogan headline over a chain of official visits, with a captured-weapons gift presented as proof of local loyalty.

Thanh niên chiến đấu Xã Bình Trưng trao tặng Thiếu Tướng 1 khẩu súng trường Nga và một lá cờ của "Mặt Trận Giải Phóng" do anh em tịch thu được của Việt Cộng.

On 2-7-66, Major General Nguyen Duc Thang, Minister for Construction, and his delegation visited Gia-Dinh province to review the rural construction work this province carried out from 1-1-66 to 31-5-66. The Major General and delegation were guided by Colonel Truong Quang An, Gia-Dinh Province Chief, to visit a number of newly completed New Life hamlets.

The Major General, Minister for Construction, visited Thoi Son hamlet, Hoc Mon, and urged the combat youths, men and women, as well as the Construction cadres of Gia-Dinh team 6 working in this hamlet, always to uphold the spirit of solidarity and actively help the people to strengthen the New Life hamlet.

The Major General inaugurated the Sup bridge, renamed the Construction Bridge, on village road 33 in Binh Trung village, 7 kilometres south-east of Thu Duc district town. This bridge was sabotaged by the Viet Cong in late 1965.

Combat youths of Binh Trung village presented the Major General with 1 Russian rifle and a flag of the "Liberation Front" which they had captured from the Viet Cong.
