Colombia se mantiene a la vanguardia de la Alianza para el Progreso, tres años después de que fue firmada en Punta del Este, Uruguay, la carta constitutiva del vasto programa continental destinado a elevar el nivel de vida de los latinoamericanos.
He aquí las principales realizaciones logradas en Colombia:
VIVIENDA: Se han construído en los últimos tres años 65.000 viviendas, que benefician a 500.000 personas, con una inversión de 800 millones de pesos.
REFORMA AGRARIA: El Instituto Colombiano de la Reforma Agraria (INCORA) concedió títulos de propiedad a 10.757 familias y otras 800 fueron reubicadas en zonas de proyectos de parcelación que se está incorporando a la economía agrícola. El INCORA inició la construcción de 1.810 kilómetros de caminos de penetración y está planeando la reclamación de 25.000 hectáreas de tierra. El Instituto, además, estableció el programa de crédito supervisado, con un crédito de 10 millones de dólares otorgado por la Agencia de los Estados Unidos para el Desarrollo Internacional (ADI). Se espera que en los dos primeros años unas 6.000 familias campesinas recibirán empréstitos a largo plazo a un interés promedio del seis por ciento.
INDUSTRIALIZACION: El Fondo de Inversiones Privadas que maneja el Banco de la República está promoviendo la industrialización acelerada del país, especialmente para exportar y sustituir importaciones. El FIP ha hecho préstamos por 327.8 millones que significan inversiones por 1.418 millones de pesos. Muchos de los préstamos están orientados a fomentar industrias agrícolas, especialmente el banano y la caña de azúcar.
OBRAS PUBLICAS: Los organismos de crédito internacional, especialmente el Banco Mundial, están entregando al país la financiación necesaria para importantes obras públicas, especialmente en el ramo de transportes, carreteras, acueductos y alcantarillado y electrificación. El Grupo de Consulta, auspiciado por el Banco Mundial está estudiando proyectos de inversiones por 338 millones de dólares.
EDUCACION: Se concluyeron 2.300 aulas con capacidad para 100.000 niños y están en construcción 1.556 más, aparte de 60 escuelas normales para preparar maestros. La televisión educativa se ha incorporado al esfuerzo educativo y sus programas llegan a 100.000 niños en 1.500 aulas en donde hay aparatos de televisión instalados. El Servicio Nacional de Aprendizaje está atendiendo la educación vocacional y prepara 20.000 trabajadores para la industria.
ACCION CIVICO-MILITAR: El Ejército de Colombia está desarrollando una importante acción cívica para prestar servicios sanitarios, asistenciales y educativos a las zonas campesinas. El Ejército ha construído carreteras de penetración, perforado pozos de agua potable, instalado redes de comunicación para la defensa de los campesinos y sus médicos y enfermeros han atendido a miles de enfermos. Aparte de esto, la compañía aérea SATENA, está suministrando transporte rápido a los territorios nacionales, zonas generalmente aisladas del resto del país por falta de vías de comunicación. En dos años sus naves han hecho 5.600 vuelos y transportaron 32.000 pasajeros, aparte de miles de toneladas de carga. Ahora la flota de SATENA es reforzada con 5 aviones entregados por la Agencia de los Estados Unidos para el Desarrollo Internacional (ADI).
