# Mes Chers Concitoyens... / Waarde Medeburgers, (Ville de Bruxelles / Stad Brussel notice, 30 June 1941)

A bilingual French and Dutch notice in Belgian national colours, signed by the mayor of Brussels and dated 30 June 1941, tells residents that the German authority has ordered him to cease his functions and that he refuses to resign. The tell for glittering generalities is the appeal to honour, duty and unity as the guide to conduct; for identity-fusion it is the line that those truly 'of our race' fear only failing their duty.

MES CHERS CONCITOYENS,

L'autorité allemande vient de me faire savoir que je dois cesser d'exercer mes fonctions.

Je ne puis que m'incliner devant cet ordre, quoiqu'en droit, il viole la Convention de La Haye et qu'en fait, rien ne justifie cette mesure prise à mon égard.

J'ai en effet conscience d'avoir loyalement et utilement accompli les multiples devoirs, toujours lourds et pénibles, incombant au chef des villes et communes occupées par l'ennemi.

Il m'avait été proposé de continuer l'exercice de mes fonctions, mais dans des conditions telles qu'elles impliquaient de ma part une participation à l'exécution des arrêtés des 16 avril et 26 mai 1941.

En me soumettant, je foulais aux pieds l'honneur et le devoir, je désobéissais à une des lois fondamentales de notre pays, lois auxquelles j'ai juré obéissance; j'ai refusé.

Contrairement à ce qui se dit, je n'ai pas quitté mon poste et je n'ai pas offert ma démission: je suis, je reste et resterai le seul bourgmestre légitime de Bruxelles.

Je ne vous fais pas mes adieux, je vous dis "Au revoir."

En vous quittant provisoirement, je vous demande de supporter vos maux et vos souffrances matérielles et morales avec calme, courage et confiance.

Vous ferez front contre le sort, d'une âme forte et d'un coeur fier.

Ceux qui sont vraiment de notre race n'ont peur de rien ni de personne dans ce monde. Ils n'ont vraiment qu'une crainte: celle de ne pas faire leur devoir et de perdre l'honneur.

Restez unis: notre union fera notre force et nous assurera un avenir meilleur.

Dieu saura protéger la Belgique et son Roi.

De Duitsche overheid heeft mij meegedeeld dat ik mijn ambt moet neerleggen.

Ik kan niet anders dan mij naar dit bevel schikken, alhoewel het in rechte de Conventie van Den Haag schendt en dat in feite niets dezen maatregel tegen mij rechtvaardigt.

Ik ben er inderdaad van bewust dat ik steeds loyaal en op nuttige wijze de veelvuldige, zware en pijnlijke verplichtingen die het deel zijn van hen die de steden en gemeenten door den vijand bezet besturen, heb vervuld.

Men heeft mij voorgesteld mijn ambt verder waar te nemen maar in dusdanige voorwaarden dat zij van mijnentwege een medewerking veronderstelden bij de uitvoering der besluiten van 16 April en van 26 Mei 1941.

Indien ik mij onderwierp zou ik eer en plicht met de voeten treden, ik zou een der fundamenteele wetten van ons land hebben overtreden. Aan die wetten heb ik gehoorzaamheid gezworen: ik heb dus geweigerd.

In tegenstelling met wat men zegt, heb ik mijn post niet verlaten en ik heb mijn ontslag niet aangeboden: ik ben, ik blijf en ik zal blijven de eenige wettige burgemeester van Brussel.

Ik neem niet afscheid van u, ik zeg u tot weerziens.

Gij zult het lot trotseeren met sterkte van ziel en met een fier hart.

Zij die werkelijk tot ons ras behooren vreezen niets of niemand in deze wereld. Zij hebben feitelijk maar éene vrees; dat zij hun plicht niet zouden doen en hunne eer zouden prijs geven.

Blijft dus eensgezind: onze eenheid zal onze kracht zijn en zal ons een betere toekomst verzekeren.

God zal België en zijn Koning weten te beschermen.
