# I promised you an Easter Bunny

A cigar-smoking magician in a tailcoat pulls a dollar-eyed rabbit labelled 'Kennedy Spending Program' by the ears from a top hat labelled 'Congress', while a startled man with a sash reading 'Taxpayer' loses his hat. The cartoon argues that the spending proposals will be paid for by taxpayers; it shows only the cost side, so card-stacking is an approximate tag.
