# Well, Sam, What do We Try Next?

Two caricatured men face each other in a committee room: a standing man with a sash reading 'Chairman Butler' holds up a sheet headlined 'Senate Finance Committee Rejects $20 Tax Cut Plan by 9-6', while a seated, bald man with a gavel looks on. The cartoon argues, through the caption and the pairing, that the rejection leaves the party sponsoring the plan looking for another approach; the technique is a weak fit for card-stacking, as only one side of the tax dispute is shown.
