# Who said the South wouldn't rise again?

A soldier labelled RUSSELL, carrying a flask marked RUSSELL and a rifle labelled SURRENDER with a butt labelled DEBATE, advances on a Pentagon building from which a flag lettered IT WAS ALL A MISTAKE flies, with the Capitol behind. The cartoon argues that a Senate debate is forcing the Defense Department into retreat; the technique is a weak fit (name-calling, through the label SURRENDER).
