# Biuletyn Informacyjny No. 42 (197), 21 October 1943: 'Zapowiedź' and 'Samoobrona i odwet'

Front page of the clandestine Warsaw weekly of the Polish Home Army: an announcement and a numbered communique over the printed name of the Directorate of Underground Struggle, then a lead article, 'Self-defence and retaliation'. Zapowiedź

W ostatnich dniach Gestapo rozpoczęło nową falę terroru w formie masowych łapanek niewinnych ludzi oraz brania i rozstrzeliwania zakładników, jak to miało miejsce w Warszawie w dniach 13 i 14.X. 1943 r.
Polacy nie dadzą się zastraszyć taką bezmyślną a okrutną akcją.
W odwet za tego rodzaju akty terroru — zostaną wykonane dodatkowe uderzenia dywersyjne i represyjne.

SAMOOBRONA I ODWET

Od 1 września 1939 r. trwają bez-
przerwy działania wojenne polsko-nie-
mieckie. Na morzach, w powietrzu i na
ziemi. Za granicami i w Kraju.
Walka w Kraju toczy się w ramach
ogólnoalianckich planów wojennych, a
obecny jej okres — jest okresem walki
ograniczonej. Nie czas jeszcze na po-
wstanie, nie czas na masowe działania
partyzanckie. Okres walk obecnych jest
okresem samoobrony i prze-
ciwterroru.
Dla celów samoobrony i przeciwter-
roru Siły Zbrojne w Kraju: 1. tępią be-
stjalskich niemieckich oprawców oraz
organizatorów terroru okupanckiego;
2. niszczą zdrajców i szpiegów; 3. sto-
sują akty odwetu za masowe zbrodnie
niemieckie; 4: wyzwalają więźniów po-
litycznych; 5. walczą z kolonizacją nie-
miecką; 6. przeprowadzają specjalnie
nakazane zadania wojskowe.
Skuteczność tych akcji samoobrony
i przeciwterroru jest oczywista: zgładze-
nie bestjalskiego sadysty lub jakiejś
szpiclowskiej kanalji — chroni setki
polskich rodzin; akcje przeciwkoloniza-
cyjne powstrzymały masowe wysiedla-
nia; przeciwterror w licznych wypad-
kach spowodował mniej zwierzęcy sto-
sunek okupanta do gnębionej ludności.

Announcement

In recent days the Gestapo has begun a new wave of terror in the form of mass round-ups of innocent people and the taking and shooting of hostages, as happened in Warsaw on 13 and 14 Oct. 1943.
The Poles will not let themselves be intimidated by such a thoughtless and cruel action.
In reprisal for acts of terror of this kind, additional sabotage and repressive strikes will be carried out.

On 2 Oct. 1943, in the morning hours, in Warsaw next to the Gestapo building in Aleje Szucha, the head of the department for combating sabotage and diversion, Gestapo captain Lechner, was shot dead.

SELF-DEFENCE AND RETALIATION

Since 1 September 1939 Polish-German military operations have continued without interruption. At sea, in the air and on land. Abroad and in the Country.
The struggle in the Country is waged within the framework of general Allied war plans, and its present phase is a phase of limited struggle. It is not yet the time for an uprising, not the time for mass partisan operations. The present period of fighting is a period of self-defence and counter-terror.
For the purposes of self-defence and counter-terror the Armed Forces in the Country: 1. exterminate the bestial German executioners and organisers of the occupier's terror; 2. destroy traitors and spies; 3. apply acts of retaliation for mass German crimes; 4: free political prisoners; 5. fight German colonisation; 6. carry out specially ordered military tasks.
The effectiveness of these actions of self-defence and counter-terror is obvious: the elimination of a bestial sadist or some informer-scum saves hundreds of Polish families; the anti-colonisation actions have halted mass expulsions; counter-terror has in numerous cases produced a less bestial attitude of the occupier toward the oppressed population.
