# The Block Plan for Civilian War Services

Black and white organisation chart: a Local Defense Council at a round table, a row of committees (salvage, transportation, nutrition, recreation and others), a Chief of Block Leader Service, zone and sector leaders, and block leaders linked to drawings of neighbourhood blocks and farms. The technique is faint: the chart presents neighbourhood participation as an organised, universal structure (bandwagon).
