# Buffalo Never Fails. W.S.S. Citizens of Buffalo! Help Columbia and She Will Build Your Bank Account

A female figure with 'BUFFALO' on her gown hands out War Savings material to a crowd of upturned hands, with a taller star-spangled Columbia outlined in tan behind her and a local monument at the right. The poster ties thrift to civic pride ('Buffalo Never Fails') and promises a personal return ('build your bank account'), the tell of identity-fusion between city loyalty and a government savings scheme.
