# 14 bills to be passed before adjournment

A perspiring, rumpled figure labelled 'Congress' stands before the Capitol holding a sheet reading '14 bills to be passed before adjournment', while a 'White House delivery truck' spills rolled bills labelled Social Security, Utilities Bill, Temporary NRA, Labor Bill, Banking Bill, AAA Amendments and Motor Bus Regulation. The cartoon argues that the executive was sending Congress more legislation than it could handle, and uses a pile of selectively named bills to make the point (card-stacking, a weak fit).
