# How to Carry Out the Self Help Program for the Hamlet People

4. SUBMITTING THE APPLICATION - The application and full plan are passed through the hamlet, village and district to the provincial Rural Construction council.
5. APPROVAL - The provincial Rural Construction council examines and amends. It approves or rejects the application.
6. RELEASE FROM STORE - Supporting materials from the administrative office's warehouse are released when the people are ready to begin work.
7. BUILDING - The people begin the project work at once, on receiving the materials, under proper supervision of the specialist offices.
8. HANDOVER CEREMONY - After completion, the project is accepted between the Rural Construction council and the village staff.
9. USE - Any project that the people wished for, planned and built, they have the right to use.
10. UPKEEP - Any project built by the people and of daily use to community life must be kept, cared for and repaired regularly.
