# 戊申詔書 (Boshin Rescript), Kanpō no. 7592, 14 October 1908, p. 1

Front page of the gazette prints the Imperial Rescript of 13 October 1908 urging subjects, after the Russo-Japanese War, to unite, work diligently, practise thrift, and be 'sincere and righteous'. The virtue words carry no measurable obligation, and the ancestors' precepts and national history, 'bright as sun and stars', are invoked to lend the exhortation authority.

朕惟フニ方今人文日ニ就リ月ニ將ミ東西相倚リ彼此相濟シ以テ其ノ福利ヲ共ニス朕ハ爰ニ益國交ヲ修メ友義ヲ惇シ列國ト與ニ永ク其ノ慶ニ賴ラムコトヲ期ス顧ミルニ日進ノ大勢ニ伴ヒ文明ノ惠澤ヲ共ニセムトスル固ヨリ內國運ノ發展ニ須ツ戰後日尙淺ク庶政益〻更張ヲ要ス宜ク上下心ヲ一ニシ忠實業ニ服シ勤儉產ヲ治メ惟レ信惟レ義醇厚俗ヲ成シ華ヲ去リ實ニ就キ荒怠相誡メ自彊息マサルヘシ抑〻我カ神聖ナル祖宗ノ遺訓ト我カ光輝アル國史ノ成跡トハ炳トシテ日星ノ如シ寔ニ克ク恪守シ淬礪ノ誠ヲ輸サハ國運發展ノ本近ク斯ニ在リ朕ハ方今ノ世局ニ處シ我カ忠良ナル臣民ノ協翼ニ倚藉シテ維新ノ皇猷ヲ恢弘シ祖宗ノ威德ヲ對揚セムコトヲ庶幾フ爾臣民其レ克ク朕カ旨ヲ體セヨ

Imperial Rescript

We consider that in the present age human culture advances day by day and month by month, East and West lean on one another and each supplies the other's lack, so that they share the benefit. We therefore intend all the more to cultivate foreign relations, deepen friendship, and look to share with the powers lasting felicity. Yet to share in the blessings of civilization as the great trend advances daily depends, of course, on the development of the nation's own fortunes; the war being still recent, the many branches of government need further reinvigoration. Let high and low unite in heart, be loyal and faithful to their callings, work diligently and thriftily at their livelihoods, be sincere and righteous, form a generous and kindly custom, cast off show and keep to substance, warn one another against idleness and neglect, and strive without rest. The sacred precepts of Our ancestors and the achievements of Our glorious national history are bright as the sun and stars; if you truly keep them and apply the sincerity of tempering yourselves, the root of national progress lies close at hand. Standing in the present world situation, We hope, relying on the assistance of Our loyal and good subjects, to enlarge the imperial design of the Restoration and to proclaim the awe-inspiring virtue of Our ancestors. You, Our subjects, shall take Our purpose to heart.
