# President Medvedev with FSB director Bortnikov on lifting the counter-terrorist operation regime in Chechnya (Gorki, 27 March 2009)

Dmitry Medvedev at left and Alexander Bortnikov at right sit facing each other across a green-topped desk in a wood-panelled office, with a Russian tricolour and the presidential standard behind them. The tell is the vocabulary of the accompanying Kremlin item, where a decade of armed conflict is called a 'counter-terrorist operation regime' that can now be 'lifted'.
