ส่งเสริมให้ชาวนาได้ทำนาปีละ ๒ ครั้ง ใน ๓๒ จังหวัดภาคกลาง

กระทรวงมหาดไทยปฏิบัติหน้าที่ระงับทุกข์บำรุงสุขของราษฎร ด้วยการส่งเสริมและช่วยเหลือในการทำมาหากิน เพื่อให้ราษฎรมีรายได้เพิ่มพูนยิ่งขึ้น เป็นการยกระดับความเป็นอยู่ของประชาชนให้สูงขึ้น เมื่อราษฎรต่างคนต่างมีอาชีพอยู่เต็มมือ และมีรายได้พอเพียงแก่การครองชีพเช่นนี้ ก็ย่อมจะไม่มีการเบียดเบียนซึ่งกันและกัน บ้านเมืองก็จะสงบเรียบร้อยเป็นสุขสันติ
