Trong bài diễn văn đọc tại Liên Hiệp Quốc, Đại Sứ Hoa-Kỳ Arthur Goldberg đã công khai đưa ra một đề nghị hoà bình với Hà-Nội bày tỏ cố gắng chấm dứt cuộc chiến tranh tại Việt-Nam.

Hoa-Kỳ trong một hành động cố gắng cất bỏ gánh nặng chiến tranh đang đè nặng trên người dân Việt, tại Liên Hiệp Quốc, đã đưa ra một đề nghị hoà bình nhằm bảo đảm nền tự do của Việt-Nam thoát khỏi mọi sự xâm nhập kiềm chế từ bên ngoài.
Mặc dầu Hoa-Kỳ đã đưa ra một đề nghị hoà bình rõ rệt, Hà-Nội đã bác bỏ cho đó là " một đề nghị lừa bịp ".
ĐÂY LÀ NHỮNG KHOẢN HOA-KỲ ĐÃ ĐỀ NGHỊ :
• Chấm dứt những cuộc oanh tạc các mục tiêu quân sự tại Bắc-Việt để Bắc-Việt cam kết - sau khi sự oanh tạc chấm dứt - phải bớt hoặc dứt hẳn mọi hành động xâm lăng miền Nam bằng quân sự.
• Tuần tự rút binh khỏi miền Nam Việt-Nam - tất cả các lực lượng Mỹ, Đồng Minh cũng như Cộng-Sản Bắc-Việt - dưới sự kiểm soát của Liên Hiệp Quốc và các cường quốc khác để buộc mỗi bên đều phải tôn lời cam kết.
Do phản ứng ta nhận thấy rằng Hà-Nội đã tiếp tục cố quyết là hoà bình chỉ có thể được vãn hồi khi miền Bắc nuốt hẳn miền Nam và nhân dân yêu chuộng tự do của miền Nam phải phục tùng chế độ Cộng-Sản. Dầu Hoa-Kỳ rất thất vọng về thái độ cố quyết chối bỏ mọi cố gắng hoà bình đã đưa ra, vẫn không ngừng hoạt động với hy vọng đem lại hoà bình và độc lập thật sự cho miền Nam Việt-Nam. Bởi vậy cho nên, ngay sau sự bác bỏ của Hà-Nội, ngày 4 tháng 10 một nhân viên cao cấp thuộc Bộ Ngoại giao Hoa-Kỳ đã tuyên bố là Hoa-Kỳ vẫn hăng hái tiếp tục tìm kiếm mọi dấu hiệu có thể chứng tỏ rằng những người đang khuấy động nền hoà bình Á-Châu sẵn sàng thương thuyết.

The United States, in an effort to lift the burden of war pressing on the Vietnamese people, put forward at the United Nations a peace proposal aimed at guaranteeing Vietnam's freedom from all outside infiltration and control.

THESE ARE THE TERMS THE UNITED STATES PROPOSED:
• End the bombing of military targets in North Vietnam, so that North Vietnam commits - after the bombing ends - to reduce or completely stop all military aggression against the South.
• Withdraw troops from South Vietnam in stages - all American and Allied forces as well as the North Vietnamese Communists - under the control of the United Nations and other powers, to compel each side to honour its commitment.
In response, we note that Hanoi has continued to insist that peace can be restored only when the North swallows the South entirely and the freedom-loving people of the South submit to the Communist regime. Although the United States is very disappointed at the stubborn attitude of rejecting every peace effort put forward, it has not stopped working in the hope of bringing true peace and independence to South Vietnam. Therefore, immediately after Hanoi's rejection, on 4 October a senior U.S. State Department official declared that the United States is still eagerly continuing to look for any sign that those who are disturbing the peace of Asia are ready to negotiate.
