Photographic sheet with no headline: a small girl in a headscarf holds a tin mug, and a barefoot boy in a worn jacket leans on a door beside her, in a stone street. The only print is a Government Printing Office imprint. The technique is faint here; the closest honest label is an emotional appeal, since the image of hungry-looking children carries the message without words.
