Válka Srbsku vypovězena.
Anglie dává podnět ke konferenci velmocí. - Usilí o omezení války pouze na Srbsko a Rakousko.
Z Vídně, 28. července. (K. k.) „Wiener Zeitung" vyhlašuje: Na základě nejvyššího rozhodnutí Jeho c. a k. Apoštolského Veličenstva ze dne 28. července r. 1914 bylo dnes královské srbské vládě zasláno ve francouzském jazyku sepsané vypovězení války, jež v českém překladu zní takto: „Poněvadž královská srbská vláda neodpověděla uspokojivě na notu, kterou jí odevzdal rak.-uherský vyslanec v Bělehradě 23. července r. 1914, jest c. a k. vláda nucena, aby pečovala sama o ochranu svých práv a zájmů a aby za tímto účelem apelovala na moc zbraní. Rakousko-Uhersko má tudíž za to, že jest od tohoto okamžiku ve válečném stavu se Srbskem. Rakousko-uherský ministr zahraničních záležitostí hr. Berchtold."

Bylo Mým nejvroucnějším přáním, abych léta, která z Boží milosti jsou Mi ještě dopřána, mohl zasvětiti dílům míru a uchránil Svoje národy před těžkými obětmi a břemeny války.
V radě Prozřetelnosti bylo jinak rozhodnuto.
Pletichy protivníka plného nenávisti nutí Mne, abych na obranu cti Svého mocnářství, na ochranu jeho vážnosti a moci, k zabezpečení jeho državy po dlouhých letech míru chopil se meče. [...]
Stále výše šlehá plamen nenávisti proti Mne a Mému domu, stále otevřeněji vystupuje snaha, nerozlučná území Rakousko-Uherska násilně odtrhnouti.
Zločinné řádění sahá přes hranice, aby na jihovýchodu mocnářství podkopalo základy státního pořádku [...] Řada vražedných útoků, s rozmyslem připravované a provedené spiknutí, jehož hrozný zdar Mne a Moje věrné národy v srdce zasáhl, jest daleko viditelnou krvavou stopou oněch tajných pletich, které ze Srbska byly zahájeny a řízeny. [...]
V této vážné chvíli Jsem si plně vědom celého dosahu Svého rozhodnutí a Své zodpovědnosti před Všemohoucím.
Vše Jsem prozkoumal a uvážil.
S klidným svědomím nastupuji cestu, kterou Mi povinnost vykazuje.
Spoléhám na Svoje národy, kteří ve všech bouřích vždy v jednotě a věrnosti kolem Mého trůnu se seřadili a pro čest, velikost a moc vlasti k nejtěžším obětem vždy byli ochotni.
Spoléhám na statečnou, obětavým nadšením naplněnou brannou moc Rakousko-Uherska.
A důvěřuji ve Všemohoucího, že Mým zbraním dopřeje vítězství.

From Vienna, 28 July. (K. k.) The "Wiener Zeitung" announces: On the basis of the supreme decision of His Imperial and Royal Apostolic Majesty of 28 July 1914, a declaration of war written in the French language was sent today to the royal Serbian government, which in Czech translation reads thus: "Since the royal Serbian government has not answered satisfactorily the note which the Austro-Hungarian envoy in Belgrade handed it on 23 July 1914, the Imperial and Royal government is compelled to see to the protection of its rights and interests itself and for this purpose to appeal to the force of arms. Austria-Hungary therefore considers that from this moment it is in a state of war with Serbia. Austro-Hungarian Minister of Foreign Affairs Count Berchtold."

It was My most fervent wish that I might devote the years which by God's grace are still granted to Me to works of peace and spare My peoples the heavy sacrifices and burdens of war.
In the counsel of Providence it was decided otherwise.
The intrigues of an adversary full of hatred compel Me, in defence of the honour of My monarchy, for the protection of its dignity and power, for the security of its possessions after long years of peace, to take up the sword. [...]
Higher and higher leaps the flame of hatred against Me and My House, ever more openly emerges the endeavour to tear away by force inseparable territories of Austria-Hungary.
Criminal agitation reaches across the border in order to undermine the foundations of the order of the state in the south-east of the monarchy [...] A series of murderous attacks, a conspiracy deliberately prepared and carried out, whose terrible success struck Me and My loyal peoples in the heart, is the far-visible bloody trace of those secret intrigues which were started and directed from Serbia. [...]
In this grave hour I am fully aware of the whole scope of My decision and of My responsibility before the Almighty.
I have examined and weighed everything.
With a calm conscience I set out on the path which duty shows Me.
I rely on My peoples, who in all storms have always gathered in unity and loyalty around My throne and have always been ready for the heaviest sacrifices for the honour, greatness and might of the fatherland.
I rely on the brave armed forces of Austria-Hungary, filled with devoted enthusiasm.
And I trust in the Almighty that He will grant victory to My arms.
