# "The Proposed Concession to Cuba" (Puck cover, 26 March 1902)

Uncle Sam offers a young woman marked 'Cuba' a plate holding a small egg marked '20%' for a cut in the tariff on Cuban sugar, as an American sugar grower behind them rages that the egg is too large. The tell: both complaints are shown, and only the two with something to lose are given voices.

Puck ran this cover on 26 March 1902, during debate over a proposal to cut the duty on Cuban sugar by 20 percent. Uncle Sam offers a young woman marked 'Cuba' a plate holding a small egg marked '20%', while an American sugar grower behind them rages that the egg is too large. Card stacking is tagged: the scene gives voice only to the two parties with something to lose. The cartoon sides with the offer, not with the grower.
