# President Putin meets Akhmad Kadyrov, head of the Chechen provisional administration (Sochi, 17 August 2000)

Two men sit in armchairs in a wood-panelled room, one in a white short-sleeved shirt gesturing as he talks, the other in a pale green polo shirt leaning forward and listening. The tell is the informal, open-collar setting, which presents the Kremlin's appointee in Chechnya as a trusted interlocutor of the president, an association of the local administrator with the head of state.
