# President Putin at Beslan District Hospital, with the Kremlin statement that giving in to 'provocation' makes one an accomplice (Beslan, 4 September 2004)

Vladimir Putin, in a black jacket, leans in to speak with a man in a white doctor's coat and a grey-haired man in dark clothes at a hospital. The tell is the Kremlin text issued with the photograph, which says that 'everyone who gives in to this kind of provocation will be seen as accomplices in this act of terrorism and supporters of the terrorists'.
