# President Putin congratulates Akhmat Kadyrov on the Chechen constitutional referendum (Moscow, 27 March 2003)

Vladimir Putin, in a dark suit, leans across a green-and-gold desk in his office and gestures while taking notes; Akhmat Kadyrov, in a dark jacket, sits opposite with his hands clasped. The tell is the head of state's public vouching, in the accompanying Kremlin text, that the referendum result 'proved that the population trusted the authorities'.
