# President Putin opens a Security Council meeting on Georgia's arrest of Russian officers (Moscow, 1 October 2006)

Vladimir Putin sits at the head of a long polished table with the permanent members of the Security Council and officials ranged along both sides, a Russian tricolour behind him at the far end. The tell is the opening remarks the photograph records, in which Georgian detentions of Russian servicemen are called 'a continuation of the policies of Lavrenty Pavlovich Beria'.
