A landscape sheet reports that Major General Nguyen Duc Thang, Minister for Rural Construction, visited refugees and reviewed rural construction in Phu Bon province on 11 July 1966. Four photographs show a briefing at a wall chart, a crowd of thousands gathered to hear him, a handshake with highland villagers and a sewing class for refugees. Each caption is printed twice, in Vietnamese and in a second language in Latin script that FRAME cannot read. The tell is one senior official shown as the point of contact in every scene, with the programme's results reported only in his presence.
