On the occasion of the opening of the Tan-Phu-Trung health station, Sa-Dec district, on 31-12-65, Lieutenant Colonel Huynh-Ngoc-Diep, Province Chief of Vinh Long, praised the cooperative spirit of a local resident who had contributed to completing the health station.

In the work of eradicating the Communist bandits, improving the life of rural people is no less important. Therefore the Vinh Long provincial authority has set out a self-help rural development programme. With the people's enthusiastic participation and the Government's material assistance, the people of the province have contributed labour to build health stations, secondary and primary schools, bridges and roads, and to expand markets.
