An English-language sheet headed PHILIPPINES quotes President Ferdinand E. Marcos on stopping 'communist aggression in Vietnam' and shows Philippine military medical personnel operating alongside a Vietnamese doctor, with a second photograph of a surgeon treating a wounded Vietnamese patient. A named head of state supplies the endorsement and the photographs show a third country taking part, so the sheet presents the war as a shared allied effort.
