The small boxed imprint between the two agency names is tiny; its wording is read as 'Issued by Publications Section, Emergency Fleet Corporation, Philadelphia, Pa.' and is slightly uncertain. The D-shaped monogram at lower right is not text. The bottom line is cropped at the right edge of the photograph ('CORPORATIO[N]'). The cap tally 'U.S. NAVY' on the sailor is picture content, not transcribed.
