# Accusation in a mirror

In brief

## History and effect

Named in studies of Radio Television Libre des Mille Collines (RTLMC) broadcasts before the Rwandan genocide, where a near-copy of the speaker's own plan was projected onto the target.

It pre-empts and discredits a legitimate warning by making it sound like the accuser is describing themselves.

Lineage: RTLMC / Rwanda studies; 'mirror propaganda'

## How it works

The technique has three moving parts. An actor is planning, or already carrying out, a specific act: an attack, an expulsion, a massacre, a treaty violation. Before or while it acts, it publicly charges the intended target with preparing exactly that act, in vivid detail, through its most trusted channels. When evidence of the actor's own conduct surfaces, the audience has already heard the story told the other way round, so the true account sounds like a counter-accusation and the actor's violence can be presented as self-defence.

The clearest written statement of the method comes from Rwanda. Alison Des Forges (Leave None to Tell the Story, Human Rights Watch, 1999) describes a mimeographed document found in Butare prefecture, the "Note Relative à la Propagande d'Expansion et de Recrutement", which drew on Roger Mucchielli's 1970 book on advertising and propaganda. It advised propagandists to impute to the enemy what they and their own side were planning to do, and called this "accusation in a mirror".

Four variants recur. The pre-emptive plot story announces the "discovery" of an enemy massacre plan shortly before the speaker's side attacks. The staged incident fabricates physical evidence of the target's aggression, overlapping with false-flag operations. The category mirror accuses the target of a class of conduct the accuser is secretly engaged in, even where the specific charge is untrue of both. The retaliatory frame presents one's own extermination campaign as the answer to the target's supposed extermination plan. What separates all four from an ordinary false accusation is documented correspondence: later documents, confessions or court findings show the charge matched the accuser's own plan or practice.

## Why it works

Being first matters. William McGuire's inoculation theory (1961) showed that a weakened version of an argument, heard in advance, makes people more resistant to it later; the mirror inoculates its audience against the victim's warning by telling the story first, in reverse. Research on the continued influence effect (Hollyn Johnson and Colleen Seifert, 1994) found that an early explanation keeps shaping reasoning after it has been corrected.

Fear does more work than hatred. Susan Benesch (2008) argues that speech which convinces a group it faces annihilation is especially dangerous because it makes violence feel like self-defence. Albert Bandura's work on moral disengagement (1999) describes how recasting harm as defensive lets ordinary people take part in it without self-condemnation. And when both sides are heard accusing each other of the same crime, many listeners treat the dispute as a tie (see [Bothsidesism](https://propagandaarchive.org/techniques/bothsidesism/)).

## Examples across eras and sides

- **Wilmington (1898, North Carolina, United States, white-supremacist Democratic Party campaign).** Democratic newspapers and speakers told white voters that Black residents were arming for an uprising. On 10 November 1898 an armed white mob organised by local Democratic leaders burned the Black-owned Daily Record, killed Black residents and forced the elected biracial city government to resign (1898 Wilmington Race Riot Commission, report, 2006).
- **The Kaufman pamphlet (1941, Germany, Nazi government).** The propaganda ministry seized on Germany Must Perish!, a self-published pamphlet by an American, Theodore N. Kaufman, calling for the sterilisation of Germans, and presented it as the war aim of Roosevelt's circle and of the Jews. Jeffrey Herf (The Jewish Enemy, 2006) shows the regime's propaganda describing the persecution and murder of Europe's Jews as retaliation against a Jewish war of extermination, while the regime was itself carrying out that extermination.
- **Gleiwitz (1939, Upper Silesia, SS).** On 31 August 1939 SS men posing as Polish insurgents seized the German radio station at Gleiwitz and broadcast a message in Polish; a man killed for the purpose was left as evidence. The next day Germany invaded Poland and Hitler told the Reichstag that Polish soldiers had fired on German territory (affidavit of Alfred Naujocks, who led the raid, Nuremberg, 1945). It is a staged pretext as much as a mirror.
- **Operation INFEKTION (1983-late 1980s, USSR and East Germany, first placed in India).** An anonymous 1983 letter in the Indian newspaper Patriot said US scientists at Fort Detrick had created AIDS; from 1985 Soviet media amplified it with East German intelligence support (Thomas Boghardt, Studies in Intelligence, 2009). Meanwhile the USSR ran Biopreparat, a covert offensive bioweapons programme in breach of the 1972 Biological Weapons Convention (Leitenberg and Zilinskas, 2012). The mirror is at the level of the category; there is no evidence either state created HIV.
- **Bugesera and RTLM (1992-1994, Rwanda, Hutu Power movement and state radio).** In March 1992 Radio Rwanda repeatedly broadcast a communiqué about a supposed Tutsi plot to kill Hutu, and local officials and militia then led killings of Tutsi in Bugesera (Des Forges, 1999). RTLM later described the RPF and Tutsi civilians, whom it called "inyenzi" (cockroaches), as preparing to exterminate Hutu. The ICTR Trial Chamber in Prosecutor v. Nahimana, Barayagwiza and Ngeze (2003) convicted two RTLM founders and the editor of Kangura of genocide and direct and public incitement, among other crimes; the Appeals Chamber (2007) upheld some convictions and reversed others.
- **Serbian and Bosnian Serb media (1990-1995, former Yugoslavia).** Belgrade television and Bosnian Serb outlets presented Croats and Bosniaks as reviving the Second World War Ustaša genocide against Serbs or preparing a jihad, as Serb forces carried out expulsions the ICTY later judged to be persecution and, at Srebrenica, genocide (Mark Thompson, Forging War, 1994 and 1999; Renaud de la Brosse, expert report for the ICTY prosecutor, 2003). Thompson also documents nationalist framing in Croatian state media, and the ICTY convicted members of all three main parties in Bosnia; the scale of documented crimes differed, and this entry covers only the Serbian media de la Brosse examined.

## How to spot it

- Does the accusation describe a specific plan (a massacre, a first strike, a secret weapons programme) with no evidence beyond the accuser's word?
- Is the accuser the side with the means, the organisation or a documented history of doing exactly what it describes?
- Does the charge arrive just before the accuser's own action, and is it then given as that action's justification?
- Does the message tell the audience it must strike first to survive?
- When the target makes the same charge back, is there independent evidence (documents, investigators, courts) for one account and not the other?
- Did an incident blamed on the target happen just before an escalation, with the evidence examined only by the accuser's side?

## Where it ends: edge cases and legitimate persuasion

- A false accusation is not automatically a mirror. The tag needs documented evidence that the accuser was planning or doing what it charged; without it, a false charge is a smear, or [Scapegoating](https://propagandaarchive.org/techniques/scapegoating/) when a group is blamed.
- [Whataboutism](https://propagandaarchive.org/techniques/whataboutism/) answers a charge after the fact with "you do it too". The mirror moves first, which is why the target's later, accurate warning can be dismissed as whataboutism.
- Staged pretexts overlap when the staged attack is pinned on the intended victim. The US Joint Chiefs of Staff's Operation Northwoods proposals (1962), which included staging incidents to blame on Cuba, were rejected by the civilian leadership and never carried out, so they document a plan, not a campaign.
- The [Matryoshka's midterm clips: borrowed faces and a borrowed logo](https://propagandaarchive.org/case-studies/matryoshka-midterm-clips/) case study uses the tag for a looser digital variant, in which a network routes its own fabrications to fact-checkers so the warning carries them. It is a weaker fit than the classic pre-violence form.
- Kenneth L. Marcus (2012) argues that international criminal law should recognise accusation in a mirror as a form of incitement to genocide, since its defensive framing is the mechanism rather than a mitigation.
- Legitimate use: warning of an adversary's real preparations, with evidence others can check, is not this technique, even when the warner is also armed; nor are mutual charges in a conflict where each side's conduct is documented. The honest version names its sources and invites verification; the mirror asks the audience to act before anyone can check.
