Kiselyov was commenting on a proposed law on fines for 'propaganda' of homosexuality, saying that fines were not enough. A video of the remark circulated widely in 2013, when Kiselyov told reporters he did not regret it.

Kiselyov had just been named head of the state agency created by presidential decree to replace RIA Novosti and Voice of Russia. He was also deputy director general of the state broadcaster VGTRK.
