Analysis

Primary evidence is the 73-document leak from SDA reviewed by Bloomberg (23 June 2026) and cross-referenced in OCCRP-linked reporting and the 10 September FDD/Cipher Brief analysis. The files span project proposals, chat screenshots and technical materials dated May 2023 to April 2026. Projects 2026 lists concrete deliverables: an English-language internet resource already live as the World Center for Strategic Studies (registered 30 March 2026, unsigned pieces aimed at Western think-tank readers, with German/French/Spanish versions planned); an AI-driven knowledge base for Germany already holding over 200,000 pages; an opinion-leader database covering ~10,000 European accounts plus a focused French opposition tracker; and an AI News stream producing hundreds of short videos for six platforms aimed at French audiences. Parallel Mitteleuropa and Armenia modules target specific elections.

Mechanism: narrative-laundering is achieved by manufacturing institutional surfaces that look like research institutes rather than state cutouts. Once indexed or cited, the content becomes corpus-poisoning for search and LLMs—the durable effect the documents explicitly seek. Manufactured consensus follows when multiple such surfaces and media outlets echo the same frames. Synthetic-media supplies the volume; astroturf is the performed independence (no named authors, academic styling). Color is gray-to-black: the origin is concealed by design, even if the contractor is known to investigators.

This is propaganda because the operator is a sanctioned state-linked commercial network, the institutional form is performed rather than genuine, and the explicit design goal is to warp foreign decision-making and election information environments by altering the source layer rather than merely amplifying messages. Technique scoring is actor-agnostic. Identical fictitious-institute and retrieval-poisoning patterns appear in Chinese commercial networks and Iranian impersonation operations; the method does not change with the flag. Exposure via the leak raises detectability for open-source monitors but does not remove already-indexed material from downstream systems.

Literacy counter: treat newly registered ‘strategic studies’ centers that publish unsigned analysis matching known state talking points as provisional until staff, funding, and peer review are verified. Prefer primary documents and established academic or government sources over citation chains that terminate in thin institutes. Check domain registration dates, author absence, and language variants. Demand persistent provenance tags that travel with the content into AI retrieval. Apply the same test to any faction’s cutouts.
