Analysis
Rotation this cycle leaves a United Kingdom information-defence speech and a Chinese summit readout behind. The load-bearing objects are Meta's H2 2026 Adversarial Threat Report on an ANO Dialog graph aimed at Armenia's 7 June vote, and a 28 September post-election file from International Partnership for Human Rights and Helsinki Citizens' Assembly Vanadzor, carried into the 29 September window by Civilnet's account of a 22 September PACE observation report.
Three objects have to stay separate. Object one is the platform record. Meta says ANO Dialog, founded in 2019 by the Moscow city government and previously named by the U.S. Justice Department beside the Social Design Agency and Structura National Technology in early Doppelganger infrastructure, ran a covert network against the June 2026 Armenian parliamentary elections. Meta removed 25 Facebook accounts, 13 Pages, and 13 Instagram accounts. About 9,600 accounts followed one or more of those Pages and about 10,400 followed one or more of the Instagram accounts. The network tried to boost Strong Armenia and Samvel Karapetyan, promoted a page inside Armenia, and targeted the diaspora in Germany, France, and the United States. It boosted authentic news that served the same line and stood up local-looking brands such as Ar Media. Meta recorded AI talking-head video and said volume, not perfection, was the operational point. Object two is the NGO and observer pile dated this week. The IPHR/HCA Vanadzor PDF of 28 September lists four dimensions: economic and diplomatic coercion, sustained information manipulation, suspected manipulation of electoral participation, and intimidation plus attacks on legitimacy. On the information layer it names Storm-1516 as the most frequent Armenia target in an ISD window from April 2025 to April 2026, Matryoshka fake video counted by Antibot4Navalny at 389 items by late May, and Social Design Agency-associated work. PACE Doc. 16486 rev, dated 22 September and reported by Civilnet on 29 September, calls the foreign-interference scale unprecedented and worrying and records AI-generated material, coordinated information operations, and reputation attacks online. Object three is effect. Civil Contract still certified 49.75 percent and a governing majority on 14 June. Meta's follower counts are not votes. IPHR itself flags limits on impact and intent. Do not treat object one as a census of every anti-Pashinyan Facebook post. Do not treat object three's certified result as proof the graph was unseen.
Mechanism is borrowed local voice. Astroturf is the load-bearing device: Ani, 25, Berlin-Yerevan, honest opinions without the bullshit, not a named Russian ministry. Narrative-laundering is Ar Media and the authentic-news boost: a real outlet's URL does prestige work the undeclared page cannot. Synthetic media is the talking-head line. Manufactured consensus is the diaspora-plus-domestic stack that makes one preferred party look independently popular in three countries. Card-stacking is the missing denominator. Meta enforces on deceptive coordination, not on whether Strong Armenia's program is true. The public report does not attach a full handle list, a spend figure for this Armenia graph, or a before-and-after poll.
This is propaganda on the method test if origin is an undeclared state-linked shop, form is a rented neighbor and a fake local masthead, and the design goal is to move identification so a party boost reads as homegrown. Real Armenians arguing about the church, the EU, or Karapetyan is not the violation. Planting an inauthentic local brand as the face of that argument is the influence layer. Color is gray-to-black on the CIB assets. A Western contractor that invented Russian conscripts as the leaders of a Moscow street slate would score the same ids. Score the method, not the flag.
Literacy counter: keep three objects apart. One: the Meta H2 2026 counts and ANO Dialog attribution, the 28 August FIP.AM restatement, the 28 September IPHR PDF, and PACE Doc. 16486 rev as reported on 29 September. Those are records. Two: the claim that Russia already decided the Armenian parliament. Three: the claim that an Armenian who wanted Strong Armenia, a different church policy, or a slower EU line is therefore a Russian asset. Demand the asset list, the operator payroll, and a dated effect measure before treating the takedown as an election result.
