Mechanism
A website that looks like a US public-policy shop published 124 academic-style reports, more than 560,000 words, in nine days. No verifiable legal entity, named scholars, bylines, or physical office have been shown in open sources. Titles are questions a user or a retrieval system would type. Piro Inc. markets “AI Story Optimization.” Politico tests found ChatGPT and Perplexity citing the material.
FARA filings by Piro disclose work for Havas Media Germany on behalf of LaPam, including two separate work orders from Havas Media Germany: a $900,000 digital-communications work order dated 30 April 2026 and a $100,000 content work order dated 20 July 2026. The disclosure is real. It does not travel into the report pages the model cites. That is disclosure theater plus narrative laundering: the apparent source is research; the paying source is the Israeli government’s advertising agency (LaPam).

Card-stacking is in the framings (starvation policy, military morality, expulsion narratives) that systematically privilege the paying government’s definitions. Manufactured consensus is the intended downstream effect: many “reports,” one shop, higher statistical weight in retrieval. Corpus poisoning is the load-bearing computational technique — the campaign is aimed at models and search, not only at human readers.
Actor-agnostic note: Russia’s SDA Projects 2026 files describe fictitious institutes and Wikipedia-style sites for the same retrieval layer. The method is the object. The flag is not a defense.

What would falsify this read
A real institute with named researchers, a peer-review trail, and funding that is not LaPam; or a showing that the reports were human-authored by identifiable scholars and that chatbot citations were incidental rather than designed. FARA disclosure on every page and in every retrieved snippet would move color toward white without erasing card-stacking.
Literacy counter
Treat a newly appearing “institute” with question-formatted output, no staff, and a burst-publish cadence as provisional — especially when a chatbot cites it as research. Look for a named author with verifiable contact details. Cross-check against primary documents (UN, court, IDF, Palestinian health authorities, satellite, NGOs) rather than against a second synthetic shop. Model vendors should down-weight clusters that lack independent verification and should surface foreign-agent status in citations.
