Szerzona od dłuższego czasu przez spiskowców i burzycieli ładu i porządku zbrodnicza agitacja wśród wojska, spowodowała smutne następstwa:
Kilka oddziałów wojska z kilku powiatów zebrane w okolicy Rembertowa, podniecone fałszywemi pogłoskami i uwiedzione sfałszowanemi rozkazami, dało się pociągnąć do złamania dyscypliny i wypowiedzenia posłuszeństwa rządowi Rzeczypospolitej. [...]
Rząd wzywa wszystkich obywateli do bezwzględnego spokoju i posłuchu legalnym władzom Rzeczypospolitej.

OGŁOSZENIE STANU WYJĄTKOWEGO
Rada Ministrów na posiedzeniu w dniu 12 b. m. uchwaliła zawieszenie praw obywatelskich na mocy § 124 Konstytucji Rzplitej Polskiej z dn. 17 marca. [...]

PROCLAMATION OF THE GOVERNMENT
At about 3 p.m. the government issued the following communiqué on the events:
The criminal agitation among the army, spread for a long time by conspirators and wreckers of law and order, caused sad consequences:
Several army units from several districts, gathered near Rembertów, excited by false rumours and misled by falsified orders, let themselves be drawn into breaking discipline and refusing obedience to the government of the Republic. [...]
The government calls on all citizens to absolute calm and obedience to the legal authorities of the Republic.

PROCLAMATION OF A STATE OF EMERGENCY
The Council of Ministers at its session on the 12th of this month resolved to suspend civil rights on the strength of § 124 of the Constitution of the Republic of Poland of 17 March. [...]
