Four large eyes each frame a cartoon of armed soldiers dealing with civilians: calming a quarrel, checking a pass at a checkpoint, refusing a banknote at a car stop, and arresting a handcuffed man. Arrows say 'Be courteous', 'Be fair', 'Be honest' and 'Be firm', and the footer says 'Uphold Your People's Confidence'.
