Ito had become the first President of the newly created Cabinet Information Board on 6 December 1940. He spoke to foreign correspondents about the 'new national structure' movement and the Imperial Rule Assistance Association.

The Domei report is printed in the Hong Kong Telegraph of 26 December 1940, but the available OCR is too corrupt to copy the wording exactly, and a cleaner copy (Trove, NewspaperSG) could not be opened. Not published until a clean copy is read.
